SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting entity:
Offshore wind farm Nordsee OST.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting entities.
Main site or location of works: The offshore wind farm Nordsee OST will be
situated in the German part of the North Sea, approximately 64NM (nautical
miles) from Bremerhaven and 18NM from the island of Helgoland.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Essent is a
leading energy company in Northwest Europe, with approximately 400 MW
installed wind power onshore. However within 5 to 10 years, Essent intends
to more than double their wind energy capacity among others by developing
offshore wind farm Nordsee OST. In 2001, Essent commenced preparatory
works and studies for the development of the offshore wind farm Nordsee
OST. All necessary permits and licenses were requested and granted. A
meteorological metering mast has been installed and is gathering
environmental data for the area, typically wind speed & direction and wave
heights. A programme of seabed surveys has been completed and soil data
obtained for the 81 locations (80 WTG + 1 Substation). The offshore wind
farm Nordsee-Ost will be situated outside German territorial waters of the
North Sea, approximately 64NM (nautical miles) from Bremerhaven and 18NM
from the island of Helgoland. The water depth is approximately 25 meters
and the soil conditions are indicated as acceptable. The wind farm will
consist of 80 WTG's with a total installed capacity between 240 and 480 MW
considering installed capacity per turbine in the range of 3 – 6 MW class.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The wind farm will consist of 80 WTG‘s
with a total installed capacity between 240 and 480 MW considering
installed capacity per turbine in the range of 3 – 6 MW class. The
following division of lots has been selected: Lot 1: Supply of eighty (80)
wind turbines, towers and commissioning. Lot 2: Installation of the Wind
Turbines, Foundations, Substation, Scour protection and Cables Lot 3:
Supply of the Foundations for the Wind Turbines and Supply of the
Foundation for the Platform of the Substation, Lot 4: Supply of the
Substation, including platform, 33kV/150kV offshore transformer and all
components (later called Substation) Lot 5: Supply of the internal Wind
Farm Cabling. Maintenance is included in lot 1, 3, 4 and 5.

LOT NO 1
TITLE Supply of eighty (80) wind turbines, towers and commisioning
1) SHORT DESCRIPTION: Supply of 80 equally rated wind turbines with a
capacity per turbine ranging from 3 to 6 MW. Including 5 years
maintenance. The capacity of the wind turbine has not been decided yet. We
encourage contractors to prequalify for every type of turbine within the 3
to 6 MW range.

turbine foundations including scour protection. Installation of the
internal wind farm cabling Installation of the substation foundation and
substation platform.

of the opinion that the decision is contrary to the law or other
