SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Expansion, restoration and modernisation of Eveline Lowe Primary School.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting authorities.
Main site or location of works: Eveline Lowe Primary School, Marlborough
Grove, Bermondsey, London SE1 5JT.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The
modernisation, restoration and expansion of a 1960's low-rise primary
school in Southwark, London that is Listed as a Building of Historical
Importance and which has approximately 3,000 square metres of gross
internal floor area. Three areas of new buildings will add to the existing
buildings and there will be associated landscaping, removal of temporary
buildings, restoration, and supply of furniture, fittings, equipment and
ICT infrastructure.
Expressions of interest are invited from suitably qualified and
experienced firms who can demonstrate that they have the capacity to carry
out this project.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The restoration, modernisation and
expansion of this Grade 2 Listed 1960's primary school in Southwark,
London, for up to 420 pupils and which has appoximately 3,000 square
metres of gross internal floor area. The restoration and modernisation of
some existing buildings will be necessary and there will be associated
demolition works, new build, furniture, fittings, equipment and ICT
infrastructure and substantial landscaping works.
Estimated value excluding VAT: 7 000 000 GBP.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 15 (from the award of the contract).

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: No deposits are required. If
the contractor is a subsidiary of a larger organisation, a parent company

VI.3) ADDITIONAL INFORMATION: All dates and time periods specified in
this notice are only provisional and the contracting authority reserves
the right to change these.
The contracting authority for this contract will be the London Borough of
Southwark.
Section ll.1.9) above - variants will be accepted only as set out in the
tender documents.
Tenders must be priced and payment will be made in Pounds Sterling.
The successful contractor will be required as a condition of contract to
comply with the Code of Practice for the elimination of racial
discrimination and the promotion of equality of opportunity in employment
that is issued by the (UK) Commission for Equality and Human Rights.
The PQQ will contain further details on the required conditions for
participation referred to in section lll.2) above.

12 noon on 2 June 2008.
VI.4) PROCEDURES FOR APPEAL

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Contracting Authority will incorporate a minimum ten
(10) calendar days standstill period at the point information on the award
of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the Contracting
Authority before the contract is entered into. Tenderers have two (2)
working days from notification of the award decision to request additional
debriefing and that information has to be provided a minimum of three (3)
working days before expiry of the standstill period. Such additional
information shall be requested from the address set out in section VI.4.1)
above. If an appeal regarding the award of a contract has not been
successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5)
provides for aggrieved parties who have been harmed or are at risk of harm
by a breach of the rules to take action in the High Court. Any such action
must be brought promptly (generally within three (3) months). Where a
contract has not been entered into the court may order the setting aside
of the award decision or order the authority to amend any document and may
award damages. If the contract has been entered into, the court may only
award damages.
