SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Comprehensive Repairs Service comprising Day to Day Reactive, Out of Hours
Emergency and Void Property Repairs and Maintenance.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting authorities.
Main site or location of works: Within the East Midlands [Leicestershire,
Nottinghamshire, Lincolnshire, Northamptonshire, Derbyshire and
Warwickshire].
NUTS code: UKF.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): LHA-Asra Group
is seeking to appoint two contractors to provide comprehensive maintenance
services to its own 6,250 general needs, sheltered and supported
dwellings, and to other dwellings managed and/or maintained on behalf of
its subsidiaries and other agencies including leaseholders. The Contract
will be let in 2 distinct management area lots. The contracts will be
initially let on an “all-inclusive” basis incorporating the National
Housing Federation Schedule of Rates suite of documentation and is likely
to involve work under all building trades but excluding gas appliance
servicing, repairs and installations. LHA-Asra's will make available
office space to enable co-location to be undertaken from the commencement
of the contracts, with the intention to move to an innovative form of
partnering arrangement by 31.03.2010. Separate contracts will NOT be
awarded for the individual trades encompassed within this contract. The
envisaged scope of the works to be included under this contract is likely
to comprise (but is not limited to) Day to Day Reactive Repairs including
Daytime and Out of Hours Emergency Works and Void Property Repairs. The
contractors will be required to provide a customer focused service and
show a commitment to providing effective services that provide value for
money to both LHA-Asra and its customers. LHA-Asra reserves the right to
withdraw from this procurement procedure at anytime without awarding a
contract. Bidders are to be responsible for the costs and expenses they
incur as a result of participating in this procurement process.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: LHA-Asra envisages that the contracts
will be let for an initial 5 year term subject to annual performance
review, there will be an option to extend the contracts for a further 5
years again subject to annual performance review. The estimated value of
the contracts over the initial 5 year term is anticipated to be in the
region of £17.5 million.
Estimated value excluding VAT: 17 500 000 GBP.
II.2.2) Options: Yes.
Description of these options: The Contracts will incorporate an option to
facilitate LHA-Asra having an option to extend the contracts for a further
5 years again subject to annual performance review.

to provide comprehensive maintenance services to its own 2,900 general
needs, sheltered and supported dwellings, and to other dwellings managed
and/or maintained on behalf of its subsidiaries and other agencies
including leaseholders predominately located in Nottingham, Beeston,
Mansfield, Warsop, Newark, Grantham, Sleaford, North Leicester, Syston,
Loughborough, Melton Mowbray, Ashby de la Zouche and Coalville.
2) COMMON PROCUREMENT VOCABULARY (CPV): 50000000, 50700000, 50800000.
3) QUANTITY OR SCOPE: Estimated cost excluding VAT: 8 150 000 EUR.
LOT NO 2
TITLE: Comprehensive Repairs Service comprising Day to Day Reactive, Out

and / or maintained on behalf of its subsidiaries and other agencies
including leaseholders predominately located in South Leicester, Kibworth,
Hinkley, Wigston, Wolston, Nuneaton, Northampton, Daventry, Wellinborough,
Towcester, Burton Latimer, Kettering, Corby and Oundle.
2) COMMON PROCUREMENT VOCABULARY (CPV): 50000000, 50700000, 50800000.
3) QUANTITY OR SCOPE: Estimated cost excluding VAT: 8 850 000 EUR.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Parent company guarantees,
performance bonds, warranties and / or deposits may be required.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: To be included in
the contract documentation.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: In the event of a group of
organisations submitting an acceptable offer it will be necessary to
provide an undertaking that each organisation will be jointly and
severally responsible for the due performance of any contract entered into
between LHA-Asra and such organisations.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Bidders who satisfy any of the criteria for rejection set out in
Regulation 23(1), Public Contracts Regulations 2006 shall be treated as
ineligible. Bidders may be requested to provide such evidence as is
reasonably necessary to allow LHA-Asra to establish that the
aforementioned criteria does not apply to them.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Please refer
to the Pre Qualification Questionnaire (“PQQ) referred to below.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: The information and
formalities set out in Article 47 of Directive 2004/18/EC and Regulation
24 Public Contracts Regulations 2006. These requirements are set out in
the PQQ. Copies of the PQQ can be requested from the contact point as set
out in Annex A. The PQQ must be completed and returned with all required
supporting information by the deadline listed in section IV.3.4 of this
Notice.
Minimum level(s) of standards possibly required: Bidders will be required
to have a minimum turnover of £7,000,000 per annum.
