II.1.5) Short description of the contract or purchase(s): Delivery of a
comprehensive Banking Service involving the provision of day to day
banking facilities, the maintenance of a large number of bank accounts,
bank statements, processing of debits and credits (by conventional
clearing arrangements and e-commerce), cash processing and other
activities associated with Local Authority banking business. This includes
banking accounts for the London Borough of Redbridge on behalf of schools,
the Authority's Buildings and properties and other ancilliary facilities.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The Authority will consider tenders that
put forward different methods for delivering the services required,
provided that the Authority is satisfied they will meet its requirements
as set out in the tender documents and that it does not result directly or
indirectly in significant additional costs.
II.2.2) Options: Yes.
Description of these options: The Contract will operate for five (5) years
with the possibility of further annual extensions up to a maximum of a
further five (5) years at the Authority's discretion.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Applicants
will be required, as part of their tender submission to complete a
questionnaire consistent with the provisions of Directive 93/37/EEC. This
questionnaire will be sent with the tender documentation. Any supplier may
be disqualified who: (a) is bankrupt or is being would up, where his
affairs are being administered by the court, where he has entered into an
arrangement with creditors, where he has suspended business activities or
is in any way analogous situation arising from a similar procedure under
national laws and regulations; (b) is the subject of proceedings for a
declaration of bankruptcy, for an order of compulsory winding up or
administration by court of an arrangement with creditors or of any similar
proceedings under national laws and regulations; (c) has been the subject
of a conviction for money laundering, as defined in Article 1 of the
Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of
the financial system for money laundering.

necessary for evaluating if requirements are met: As in III.2.1 (first
paragraph).

statements from banks, or where appropriate, evidence of relevant
professional indemnity insurance; (b) the presentation of balance sheets
or extracts from the balance sheets, where publication of the balance
sheet is required under the law of the country in which the economic
operator is established; (c) a statement of the undertaking's overall
turnover in the area covered by the contract for a maximum of the last
three financial years available, depending on the date on which the
undertaking was set up or the economic operator started trading, as far as
the information on these turnovers is available.

evaluating if requirements are met: Provision of a wide range of financial
services including transactional banking, cash handling, credit and other
payment card processing.

principal deliveries effected or the main services provided in the past
three years, with the sums, dates and recipients, whether public or
private, involved. (b) A statement of the average annual manpower of the
service provider or contractor and the number of manageerial staff for the
last three years.
