II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): The Arts
Council is seeking to appoint a small roster of digital creative agencies
to develop highly creative large and small website projects. The scope of
work includes the redevelopment of the Arts Council's corporate website as
well as small, innovative, fast-turnaround and larger longer term and more
complex networking and interactive sites.
Corporate website development: The redevelopment will aim to transform the
Arts Council's online presence by May 2009. It will be used to promote and
showcase the arts, offering spaces for shared critical and creative
activity, and encouraging a mass online audience to explore, sample and
share. This exciting project would be a wonderful opportunity for a
creative agency looking for an ambitious brief with lots of scope for
innovative and creative thinking.
Campaign/project website development: The Arts Council also requires
agencies to design and develop around 20 smaller project websites per
year. Sites range from small, short-term and fairly simple information
sites to larger, longer term and more complex networking and interactive
sites and topics covered vary hugely from public-facing project sites to
campaign sites targeted at a niche audience. All sites will demonstrate
strong focus on design combined with flexible and scalable technology
which embraces and tests new ways of interacting with audiences.
At present these project sites are build on appropriate CMS solutions as
defined by the developing agency this may be consolidated to one centrally
agreed CMS solution for all project/campaign site development. Development
time for each project site ranges from three weeks to nine months
depending on the scale of site required, and budget for each project
ranges from GBP10,000 to GBP50,000.
The exact size of the roster will depend on the size and capabilities of
preferred agencies and therefore the appropriateness for the Arts
Council's projects. It is anticipated that this will be 3 agencies but, if
beneficial to all, could increase to no more than 5 agencies.

III.2.1) Personal situation of economic operators, including requirements

formalities necessary for evaluating if requirements are met: (a) is
bankrupt or is being wound up, where his affairs are being administered by
the court, where he has entered into an arrangement with creditors, where

accordance with the legal provisions of the country in which he is

required under this Section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal
organisation, as defined in Article 2(1) of Council Joint Action
98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in
Article 3 of the Council Act of 26 May 1972 and Article 3(1) of Council
Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of
Article 1 of the Convention relating to the protection of the financial
interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined
in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention
of the use of the financial system for the purpose of money laundering.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: (a) appropriate
statements from banks or, where appropriate, evidence of relevant
professional risk indemnity insurance;
(b) the presentation of balance-sheets or extracts from the

need to complete the pre-qualification questionnaire (PQQ). To download,
complete and then submit the PQQ, please follow the instructions below.
Downloading the PQQ
1. Go to www.delta-ets.com and click on the 'Register' link. If you have
already registered with Delta previously, please log on using your
existing username and password and click on the 'Vault' link to collect
the tender documents;
2. Register your company details and enter the following Tender Access
Code (TAC) 04T636643 at the bottom of the registration page;
3. You will be issued with a username and password - this will be sent to
the email address you provided;
4. Go back to www.delta-ets.com, login using your username and password

5. Click on the 'Arts Council digital creative roster' link to view the
PQQ spreadsheet;
6. Click on the 'Collect ITT documents' tab and download the PQQ
