Purchasing & Supply Alliance (PPSA) acting on behalf of Devon Primary Care
Trust invites Expressions of Interest from suitably qualified and
experienced organisations wishing to provide healthcare services at
all-male prisons HMP Exeter, HMP Channings Wood near Newton Abbot and HMP
Dartmoor near Princetown. The prison heatlhcare services comprises 3
elements namely primary care, mental health and a dispensing pharmacy for
a diverse population of approximately 1964 prisoners. The successful
organisation(s) will be able to submit tenders for provision of all
elements of the service or 1 element of the service, however providers
must be willing to provide the service(s) at each of the 3 prisons.

INFORMATION ABOUT LOTS
LOT NO 1
TITLE: Prison Healthcare in Devon Primary Care
1) SHORT DESCRIPTION: Devon PCT will commission an NHS Body or Commercial
Organisation to provide a comprehensive primary care service to include: -
Diagnosis, investigation and management of acute conditions and chronic
diseases. Co-ordination and clinical management and service for patients
at risk including: mental illness, misusing drugs, bereavement, learning
and physical disabilities. Participation in shared care patients, Advice
and services to promote sexual health, Minor surgery, Monitoring of
patients prescribed with shared care drugs, anti-coagulation therapy.
Minor Injury services. Immunisation. Attendance in event of death in
custody. Medical examination of new prisoners in accordance with protocol.
Appropriate referral of patients to secondary or specialist NHS Healthcare
Providers. This list is subject to modification during the tender process.

TITLE: Prison Healthcare for Devon - Mental Health Services
1) SHORT DESCRIPTION: An integrated mental health service which will
include in-patient care services (for mental and non-acute physical health
problems), primary mental health services, secondary mental health
services to the prison populations. Services to be comparable to that
available in the Community (as prescribed by National Service Framework
Mental Health) within the constraints of custody. The provider will also
develop plans for the provision of a therapeutic day care service.

LOT NO 3
TITLE: Prison Healthcare for Devon - Pharmarcy Services
1) SHORT DESCRIPTION: A comprehensive range of Pharmacy Services offered
to prisoners to the same level as that derived via the present Community
Pharmacy Contract. The service will be required to operate within the
constraints of a custodial setting. The service will put the clinical and
medication needs of the individual patient at the heart of the service,
thereby establishing safe systems for medicines management, supporting
self-care and in-possession medication guidance. The aim of the Pharmacy
Service is to provide a "same-day" service for the majority of medicines
for named patients, the community standard of 97 % of prescriptions
supplied out of stock should be adhered to. Dispensing shall be at all
times be under the supervision of a qualified and experienced Pharmacist.
