II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): The Gorwel
consortium consists of the following members:
— Bro Myrddin,
— Family Housing,
— Grwp Gwalia,
— Tai Cantref.
All members of the consortium are experienced and successful Registered
Social.
Housing Landlords, primarily operating/based within the South, West; Mid
Wales.
Regions and are committed to being innovative and proactive in the
development.
of new ideas and practices
The primary objective of the Consortium is the provision of better
quality.
Affordable housing and in particular, its procurement through better
supply chain.
management and partnering.
The Consortium wishes to establish a Framework Agreement of suitably
qualified.
And experienced contractors, merchants/manufacturers for its.
Planned Maintenance requirements over the next 4 years. The framework
agreement shall be divided into lots to include the following, and
encompass both labour and material elements:
1. Bathroom Replacements.
2. Kitchen Replacement.
3. Window Replacements.
4. External Door Replacements.
5. Central Heating Replacements.
6. Cyclic Painting.
The principal aim of the Agreement is to provide a framework designed to
Encourage Consortium Members and the framework partners to work with each
Other in an open, co-operative and collaborative manner in a spirit of
mutual trust, respect and co-operation. In addition the Consortium is
seeking to obtain better value for money than is realised from agreements
arranged individually, through its collective purchasing power.
(Note: This agreement will also be made available to other Welsh housing
Associations and public sector bodies - Estimated Expenditure based on
existing Consortium members only).
The Framework Agreement will provide a comprehensive mechanism through
which the Consortium Members can procure the above maintenance
requirements, necessary to support the delivery of each of the members
respective programmes.
It is intended that the Framework Agreement will be in place for a period
of 4 years. The Consortium members are committed to the success of the
Framework agreement and intend that, whenever practicable, services will
be procured under the Framework Agreement.
Whilst the Framework Agreement will be in place for a maximum period of
4(+1) years, bidders should note that appointments called-off under the
Framework Agreement may, where appropriate, continue for periods greater
than 4(+1) years.
Appointments may be called off on a measured term or ad-hoc basis
depending On the nature of the work involved.

II.2.1) Total quantity or scope: The Consortium is seeking
material/labour providers/manufacturers and/or suppliers.
We are seeking no more than 1-2 providers for materials, and a sufficient
number of labour providers per lot, dependant on bids received. There is
likely to be some overlap where providers can facilitate more than one lot
e.g. Windows/External Door replacements, Bathrooms/Central Heating
replacements.
Single source providers will also be considered that are able to provide a
combination of materials and labour.
The Principal aim of the Agreement is to provide a framework designed to
encourage Consortium members and the framework partners to work with each
other in an open co-operative and collaborative manner in a spirit of
mutual trust, respect and co-operation. In addition the Consortium is
seeking to obtain better value for money than is realised from agreements
arranged individually, through its collective purchasing power.
Estimated value excluding VAT: 16 000 000 GBP.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Consortium will incorporate a minimum 10 calendar day
standstill period at the point information on the award of contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting Authority before the contract
is entered into. Applicants have two working days from the notification of
the award decision to request additional debriefing and that information
has to be provided by the Authority a minimum of 3 working days before the
expiry of the standstill period. Such additional information should be
requested from Procurement and Business Management, Ty Gwalia, 7-13 The
Kingsway, Swansea. SA1 5JN.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the Court may order
the setting aside of the award decision or order the authority to amend
any document and may award damages. If the contract has been entered into
the Court may only award damages. [The purpose of the standstill period
referred to above is to allow parties to apply to the Courts to set aside
the award decision before the contract is entered into].
