II.1.5) Short description of the contract or purchase(s): The Norwegian
Competition Authority's resources and capacity are mainly spent on legal
problems regarding the Competition Act, and the authority's enforcement of
the Act. Sometimes, however, situations arise where the Norwegian
Competition Authority are, or can be, a party in a private legal dispute.
Such cases have occurred and can occur in connection with the Norwegian
Competition Authority's procurements, including IT procurements, hire of
premises, and in cases regarding employment etc. The authority has an
impending need for assistance with an on-going dispute about the
authority's portal.
Many of the Norwegian Competition Authority's lawyers have competence in
such question, but the prioritising of such cases ought, as a starting
point, not to be at the cost of the authority's work with cases regarding
the Competition Act. The Norwegian Competition Authority has, therefore,
decided to invite tenders for external legal assistance via a framework
agreement with a law company, which can assist with reporting assignments,
consultancy, negotiations, legal cases and other legal work in cases
within private law.
In addition the authority could use the framework agreement for assistance
with reporting assignments, consultancy and legal considerations within
competition law and connected problems.
If there is a need for assistance in legal cases about the application of
the Competition Act, this would normally form the basis for a separate
notice for the individual case.

The service provider must be a legally established company. A company
registration certificate must be enclosed.

Very good solidity is required. The annual accounts for 2006 and 2007 must
be enclosed.
Requirements regarding the company's ability to fulfil the contract.
The service provider is required to show a good ability to fulfil the
contract in accordance with the awarding authority's needs. An overview of
the company's total manpower and competence must be enclosed. The names
and CVs of key employees must be given.
Requirements regarding experience from similar assignments.
The service provider is required to have had considerable experience from
similar assignments. The service provider must fill in annex III Reference
Form with the most important relevant contracts in the last 3 years,
including their extent (number of manlabour months), value, date and
awarding authority or recipient. The annex shall also include an overview
of contact persons for each delivery, as well as the contact person's
telephone number and e-mail address.
