SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting entity: Voice
Communication System including Air/Ground Radio.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Supplies.
Purchase.
Main place of delivery: Schiphol Airport, Groningen Eelde Airport,
Maastricht/Aachen Airport (Beek), Rotterdam Airport.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Air Traffic
Control the Netherlands (LVNL) is assigned by law as air navigation
service provider (ANSP) to provide air traffic control (ATC) in the civil
airspace above The Netherlands (FIR). LVNL intends to procure voice
communication systems (VCS). VCS for Air Traffic Services (ATS) are used
to resolve specific “problems” outside the field of standardised automatic
exchange of data communication. The primary objective to be satisfied by
automatic VCS is rapid establishment of contact with one particular air
traffic controller or pilot. ATS voice communications will occur within a
single ANSP, between domestic ANSP centres, between international ANSP
centres and most important between ANSP centres and aircraft. Such
communications take place via a variety of means, including switched
networks, leased circuits, private networks, radio transmitters /
receivers and Offshore Aeronautical Radio Stations.
Lay-out of the Voice Communication System.
LVNL intends to procure a Voice Communication System that will be used in
a professional environment, 24 hours a day and 7 days a week. The
equipment to be procured consists of the following:
A.A voice communication system for operational use (Operational System).
B.Air/ Ground Radios for operational use.
C.A voice communication system used for the training of ATC personnel
(Simulator System).
D.A voice communication system used for testing and developing new
software (Test System).
A)Voice Communication System for operational use (Operational System).
The Operational System shall be used by LVNL in its day-to-day business.
The Operational System shall be installed at different airports throughout
The Netherlands, at which LVNL provides air traffic control services.
These locations are:
1)Schiphol Airport. The air traffic controllers from the Approach Unit and
the Area Control Centre are located at LVNL’s headquarters at
Schiphol-East. Moreover, air traffic controllers are also located at the
three control towers at Schiphol Airport: the main control tower, the
emergency control tower and the control tower West (satellite). For the
Approach Unit, the Area Control Centre and the three tower locations at
Schiphol Airport, LVNL intends to procure a minimum of 120 user positions
and two monitoring and control positions;
2)Groningen Airport Eelde. Air traffic controllers of the tower- and
approach unit are located together in the control tower. For the Approach
Unit and the control tower locations at Groningen Airport, LVNL intends to
procure a minimum of 7 user positions and one monitoring and control
position;
3)Maastricht/Aachen Airport (Beek). Air traffic controllers of the tower-
and approach unit are located together in the control tower For the
Approach Unit and the control tower locations at Maastricht Airport, LVNL
intends to procure a minimum of 10 user positions and one monitoring and
control position;
4)Rotterdam Airport. Air traffic controllers at this airport are located
in the Approach Unit and in the control tower. For the Approach Unit and
the control tower locations at Rotterdam Airport, LVNL intends to procure
a minimum of 12 user positions and one monitoring and control position;
5)Option: Lelystad Airport. Awaiting a decision by the Dutch government,
LVNL intends to locate Air traffic controllers at this airport in the
control tower. For the control tower locations at Lelystad Airport, LVNL
considers the possibility to procure a minimum of 7 user positions and one
monitoring and control position.
As there is a possibility that in the future LVNL will also going to
provide air traffic control at other airports in The Netherlands, the
operational system must offer the opportunity to be extended with more
user positions at such other airports.
B) Air/ Ground Radios for operational use.
The VCS shall use Air/Ground (ground-based) Radios and associated
equipment for the communication between controllers and pilots. These Air/
Ground Radios will be installed at different locations throughout The
Netherlands. These locations are:
1.Schiphol Airport. The Air/ Ground Radios are located at 5 locations in
the vicinity of Schiphol Airport: Primary Transmitter site Riekerpolder A,
Primary Transmitter site Riekerpolder B, Primary Receiver site Schiphol A
,Primary Receiver site Schiphol B and dedicated Transmitters inside the
Emergency Tower at Schiphol-centre. The LVNL intends to procure a minimum
of 81 VHF Transmitters, 10 UHF Transmitters, 82 VHF Receivers, 10 UHF
Receivers, 2 monitoring and control positions and 5 local craft terminal
positions;
2.Groningen Airport Eelde. The Air/ Ground Radios are located at 4
locations in the vicinity of Groningen Eelde Airport: Primary Transmitter
site Eelde (A & B), Primary Receiver site Eelde (A&B), Fallback
Transmitters site Eelde and Fallback Receiver site Eelde . The LVNL
intends to procure a minimum of 46 VHF Transmitters, 8 UHF Transmitters,
50 VHF Recievers, 8 UHF Recievers , 1monitoring and control position and 4
local Craft terminal positions;
3.Maastricht Airport (Beek). The Air/ Ground Radios are located at 5
locations in the vicinity of Maastricht Airport: Primary Transmitter site
at MUAC (A&B), Primary Receiver site Beek A, Primary Receiver site Beek B,
Fallback Transmitters site Beek and Fallback Receiver site Beek. The LVNL
intends to procure a minimum of 24 VHF Transmitters, 4 UHF Transmitters,
37 VHF Recievers, 4 UHF Receivers, 1 monitoring and control position and 4
local craft terminal positions;
4.Rotterdam Airport. The Air/ Ground Radios are located at 3 locations in
the vicinity of Rotterdam Airport: Primary Transmitter site Rotterdam
Airport (A&B), Primary Receiver site Rotterdam A and Primary Receiver site
Rotterdam B. The LVNL intends to procure a minimum of 16 VHF Transmitters,
4 UHF Transmitters, 18 VHF Receivers, 4 UHF Receivers, 1 monitoring and
control position and 3 local craft terminal positions;
5.Vlissingen. Beside the above stated Airports, LVNL accommodates in the
South-west part of the Netherlands a stand-alone Radio Ground Station to
expand the radio coverage of ACC Schiphol, UAC Maastricht(MUAC) and RNLAF
at New Milligen.The Air/ Ground Radios are also located at 2 locations in
the vicinity of Vlissingen: Primary Transmitter site Domburg(A&B) and
Primary Receiver site Mariekerke . The LVNL intends to procure a minimum
of 24 VHF Transmitters, 24 VHF Recievers,1 monitoring and control position
and 2 local craft terminal positions;
6.Option: Lelystad Airport. Awaiting a decision by the Dutch government,
LVNL intends to realize 4 locations in the vicinity of Lelystad Airport:
Primary Transmitter site Lelystad Airport A, Primary Transmitter site
Lelystad Airport B, Primary Receiver site Lelystad Airport A and Primary
Receiver site Lelystad Airport B. The LVNL considers the possibility to
procure a minimum of 10 VHF Transmitters, 2 UHF Transmitters, 10 VHF
Receivers, 2 UHF Receivers, 1 monitoring and control position and 2 local
craft terminal positions.
The radios shall first be connected to the current VCS-system with an
analog interface. During the transition to the new VCS-system the analog
interface will be replaced with the digital interface. In the final
situation LVNL demands a digital end-to-end communication solution, which
means that the digital interface between the radios and the VCS shall be
realized.
C) Voice Communication System used for the training of ATC personnel
(Simulator System).
At LVNL’s headquarters at Schiphol-East a VCS shall be installed to
provide (recurring) training to air traffic controllers (Simulator
System). The Simulator System will have a connection to an environment
emulator system, which will be able to set up a maximum of 6 sessions at
the same time. The Simulator System will contain a minimum of 36 user
positions and two monitoring and control positions. The Simulator System
shall have the same functional characteristics as the Operational System.
D) Voice Communication System used for testing and developing new software
(Test System).
At LVNL’s headquarters at Schiphol-East a VCS shall be installed to test
and develop new software, before it will be installed into the Operational
or Simulator System (Test System). The Test System shall contain a minimum
of four user positions and two monitoring and control positions. The Test
System shall have the same functional characteristics as the Operational
System.
Functionality of the Voice Communication System.
Both the Operational, the Simulator and the Test System shall contain 3
major functionalities:
1.Air/ Ground radio. All Systems shall enable radio communication between
an air traffic controller and the pilots of aircraft. The VCS will be
connected to the radios at the local radio sites and the remote radio
sites.
2.Ground Telephony. All Systems shall enable telephony between air traffic
controllers and third parties (not being air traffic controllers and
pilots of aircraft), such as adjacent air traffic control centres for
example in other countries. The Systems will be connected to such third
parties by means of leased telecommunication lines or a shared network.
This shared network shall not be part of the subject tender procedure.
3.Direct Speech. All Systems shall enable intercom communication between
air traffic controllers located in different buildings of the airport or
at other airports in The Netherlands where LVNL provides air traffic
control services.
The monitoring and control positions of all Systems shall provide the
possibility to easily and user friendly adjust, configure and adapt the
features of the user positions of the respective Systems.
Other services
— The supplier shall deliver the hardware and software to the respective
locations where same must be installed,
— The supplier shall furthermore install and test the hardware and
software in close cooperation with LVNL,
— The supplier shall be charged with the repair of faulty components/ part
of the system and support services for a period of at least 10 years after
installation.
