SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Capital Consultancy Services Framework Agreement - 2008.

II.1.5) Short description of the contract or purchase(s): The Welsh
Assembly Government wishes to appoint a range of consultants (and/or
consortia) and to assist in this are structuring a series of framework
agreements whereby the work allocation/packages will be divided into lots,
which will be split into 3 regions to cover South, Mid, and North Wales.
Each of the 3 regions will have 2 types of agreement, one covering single
disciplinary areas of expertise, and one covering multi disciplinary areas
of expertise. The single disciplinary framework agreement will be divided
into 8 main categories made up of 47 lots in total, and the multi
disciplinary framework agreement will be divided into 5 main categories
each category representing one lot. Therefore there will be 52 lots for
each of the 3 regions.
It is envisaged that the single disciplinary framework agreement for each
region will contain between 3 to 6 companies for each of the 47 lots, and
the multi disciplinary agreement for each region will contain between 4 to
6 companies for each of the 5 multi disciplinary lots. Candidates will be
chosen for inclusion on the framework agreements based on the most
economically advantageous terms offered to the Welsh Assembly Government.
This will include technical ability and quality to provide the required
services and pricing proposals.
Companies expressing an interest must request a pre-qualification
questionnaire and return it completed with any associated documents to the
above address by 7.7.2008. All correspondence must quote contract number
131/2007/08. For Consortium bids the information must be provided for each
member of the consortium. The details are to be provided in hard copy
only.
These agreements will be available for use by other UK government
departments and associated bodies with the prior written approval of the
Welsh Assembly Government. For the avoidance of doubt, the Framework will
also be available for use by all Welsh Public Sector Organisations
including those within the Health, Education, Local Authority and AGSB
sectors.

that no minimum call-off amount whatsoever is guaranteed, however as The
Framework Agreements will also be available for use by all Welsh Public
Sector Organisations including those within the Health, Education, Local
Authority and AGSB sectors, an accurate assessment of quantity cannot be
made.

Other additional information:
How will the framework operate?
In accordance with The Public Contacts Regulations 2006, the Welsh
Assembly Government, as the contracting authority, is seeking to conclude
framework agreements with between 3 and 5 economic operators for each Lot.
However, the Welsh Assembly Government reserves the right, for those Lots
which anticipated usage is low, to conclude a framework agreement with a
single economic operator.
Individual Time Charge and Package Task Orders may be awarded:
1. Straight Award Option.
Lots 1.1 to 8.3:
For Orders up to an estimated value of 25 000 GBP, and where there is more
than one economic operator, the Contracting Authority will award Orders
directly to the best economic operator by applying the professional
judgement of the Instructing Officer on the basis of an assessment against
the evaluation criteria noted within the tender documentation.
Lots 9 to 13:
For Orders up to an estimated value of 100 000 GBP, and where there is
more than one economic operator, the Contracting Authority will award
Orders directly to the best economic operator by applying the professional
judgement of the Instructing Officer on the basis of an assessment against
the evaluation criteria noted within the tender documentation.
Lots 1.1 to 13 (inclusive):
For all Lots and all estimated values and where there is a single economic
operator, the Contracting Authority shall award Orders using the terms
laid down in the framework agreement and may consult with that economic
operator requesting supplement information if necessary.
2. Mini Competition Option.
Lots 1.1 to 8.3:
For Orders with an estimated value above 25 000 GBP, and where there is
more than one economic operator, the Contracting Authority will award
Orders by re-opening competition between the economic operators which are
party to that Lot and by applying the professional judgement of the
Instructing Officer are capable of performing the proposed Task Order.
Lots 9 to 13:
For Orders up to an estimated value of 100 000 GBP, and where there is
more than one economic operator, the Contracting Authority will award
Orders by re-opening competition between the economic operators which are
party to that Lot and by applying the professional judgement of the
Instructing Officer are capable of performing the proposed Task Order.
Details of the Mini Competition process will be included in the ITT
(Invitation to Tender).
The Welsh Assembly Government reserves the right to conduct a Mini
Competition for all Lots and all Values.
Anticipated Contract Value:
The Welsh Assembly Government cannot provide an estimate of value or a
guarantee of the amount of work required for each Lot. However, based on
historical spend and usage, for the Department for the Economy and
Transport (DE&T), is in the region of 3 000 000 GBP per financial year
across all Lots.
It should be noted that some of the Lots, that have an anticipated low
usage, may also have an associated low spend profile per financial year.
It is anticipated that other business areas within the Welsh Assembly
Government and the wider Public Sector in Wales may use this framework
contract, but no firm commitment can be given.
