SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority: It
& Telephony Replacement Contract.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): IPCC wishes to
replace on their expiry in summer 2009 its existing, separate IT &
Telephony Managed Service contracts with a flexible, business-enabling,
strategic service partnership that will meet IPCC's short, medium and
long-term IT & Telephony requirements and deliver its IT strategy,
remaining sufficiently flexible to accommodate changes in IPCC's business
requirements and to include, optionally, additional but related business
support services at IPCC's discretion.
The initial scope will cover IT, networking, telephony and some
audio-visuals services including but non-exhaustively.
Secure datacentre and relate infrastructure;
WAN connectivity and managed WAN services;
LAN connectivity and the design, maintenance and support of secure LANs;
Optionally, design, implementation/installation, maintenance and support
of secure wireless LANs.
GSI connectivity and accreditation services if required;
Secure VPN;
infrastructure management;
Secure, thin client, desktop and laptop provision (currently through
CITRIX).
Dekstop and laptop operating systems and applications;
Support including to remote users;
VOIP telephony devices and services including remote and mobile workers.
Secure, integrated communications equipment and services and their
management and reporting (including desktop, laptop, mobile, PDa, email,
voicemail, conferencing, fax, secure fax and related recording, archiving,
quering, retrieval).
Provision, maintenance and support of audio-visual services such as CCTV,
audio and video capture, analysis and playback, video-conferencing.
Application/package selection and integration.
Application development, management and support to IPCC's case management
and other bespoke software applications as may be required.
Application hosting, management and support of bespoke and off-the-shelf
applications including release and licence management of: document and
knowledge management applications; customer contact and management
applications; performance management and reporting applications;
intelligence applications including Holmes 2 and i2; disaster recovery
services;
Development and maintenance of secure data transfer and sharing
mechanisms.
Optionally, support to information management activities including FOI
requests.
Provision, maintenance and support of printers, MPDs and other
communication and storage devices as necessary in a secure environment
utilising eligible public sector catalogues and frameworks where this
provides best value.
Help desk services;
Day to day service delivery and management including moves, additions and
changes and updates and service reporting in line with ITIL best
practices.
Disposal of secure ICT equipment and data held thereon.
Performance monitoring, benchmarking and reporting;
Horizon scanning and technical consultancy.
Technology refresh and planning to ensure IPCC can benefit from on-going
changes in technology where these meet changing business requirements.
Project and programme management of IT enabled change.
Internet and intranet hosting and management;
Optionally development of internet, intranet and extranet content.
Pension and payroll administrative services are included in the intial
scope. IPCC may also wish to include as optional, additional business
operational services including front and back office administration
services including support to re-location and de-commissioning of
services, accommodation management, HR & Finance administration and
operation of the Contact Centre.
The supplier will act as a prime, undertaking supply chain management of
sub-contracted providers of the services of the above in line with
relevant legislation and the commercial principles documented in the
Descriptive Document. This may include IPCC's current providers of
specialist applications and support to those applications (for example,
Holmes2) and potentially, providers of the optional, additional services
outlined above and in the Descriptive Document as well as making best use
of elegible public sector frameworks for commodity items and services
outlined above where this provides best value for IPCC.
The Descriptive Document will provide further details on IPCC and the
scope of the project along with a Pre Qualifying Questionnaire and details
of a supplier briefing.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The initial scope of the contract will
be the IT & Telephony services for seven years with options to extend up
to a maximum of 10 years and to include audio/visual services with an
estimated value of £ 55m ex VAT over the 10 year period. The value of the
options to include further business support services will be confirmed at
exercise of those options.
Estimated value excluding VAT: 55 000 000 GBP.
II.2.2) Options: Yes.
Description of these options: Options to extend the contract after 7 years
(for 1, or 2 years) and again at 8 / 9 years (dependent on decision at 7
years) to extend to a maximum of 10 years.
The timetable is yet to be defined for options to include additional
business support services including front and back-office administrative
services but indicative timescales may be available by award.
Provisional timetable for recourse to these options: in months: 84 (from
the award of the contract)
Number of possible renewals: Range: between 1 and 3
in the case of renewable supplies or service contracts, estimated
timeframe for subsequent contracts: in months: 12 (from the award of the
contract).
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
20.8.2009. Completion: 22.8.2016.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Deposits not needed at this
stage but parent company guarantees to value of contractor liability may
be required at a later stage as described in the Descriptive Document.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: See Descriptive
Document.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: In any consortium bid, a single
economic operator should act as prime.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Subject to
Clause 23 paragraph 2 of the Public Contract Regulations 2006, the
contracting authority shall treat as ineligible and shall not select an
economic operator or its directors or any other person who has powers of
representation, decision or control of the economic operator who (a) is
bankrupt or is being wound up, where his affairs are being administered by
the court, where he has entered into an arrangement with creditors, where
he has suspended business activities or is in any analogous situation
arising from a similar procedure under national laws and regulations; (b)
is the subject of proceedings for a declaration of bankruptcy, for an
order for compulsory winding up or administration by the court or of an
arrangement with creditors or of any other similar proceedings under
national laws and regulations; (c) has been convicted by a judgment which
has the force of res judicata in accordance with the legal provisions of
the country of any offence concerning his professional conduct; (d) has
been guilty of grave professional misconduct proven by any means which the
contracting authorities can demonstrate; (e) has not fulfilled obligations
relating to the payment of social security contributions in accordance
with the legal provisions of the country in which he is established or
with those of the country of the contracting authority; (f) has not
fulfilled obligations relating to the payment of taxes in accordance with
the legal provisions of the country in which he is established or with
those of the country of the contracting authority; (g) is guilty of
serious misrepresentation in supplying the information required under this
Section or has not supplied such information; (h) has been the subject of
a conviction for participation in a criminal organisation, as defined in
Article 2(1) of Council Joint Action 98/733/JHA; (i) has been the subject
of a conviction for corruption, as defined in Article 3 of the Council Act
of 26.5.1972 and Article 3(1) of Council Joint Action 98/742/JHA3
respectively; (j) has been the subject of a conviction for fraud within
the meaning of Article 1 of the Convention relating to the protection of
the financial interests of the European Communities.
The PQQ for this contract will require contact details, company status,
trading and economic history, name of parent company and subsidiaries and
the date and no of company registration.

services expected to be provided by those members.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: Statement of (audited)
Accounts for last 3 years.
Bankers details
Evidence of current, relevant professional indemnity.
Last 3 years turnover and the proportion of that turnover relating to the
provision of similar services.
Minimum level(s) of standards possibly required: It is expected that
annual turnover should be at least four times the annual contract value.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Similar contracts undertaken in the
last 3 years, their duration, value and names of recipients including
names who can provide references.
Description of facilities available to enable provision of services eg
data centres and capacity.

IV.1.1) Type of procedure: Competitive dialogue.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 4. Maximum number: 12
Objective criteria for choosing the limited number of candidates: Economic
and financial capacity to undertake the initial transformation and uplift.
Technical and professional capability including experience of restricted
and confidential environments as evidenced by reference sites.
Experience of developing and implementing unified communications
strategies.
Experience of implementing and tailoring case management applications,
particularly for inspectorate/Commissioner/Ombudsman type organisations;
Experience of secure inter-agency data transfer and sharing, particularly
between criminal justice organisations;
Experience of disaster recovery services in a secure environments.
In addition, IPCC is looking for a supplier with experience of strategic
service partnerships where innovative commercial arrangements have enabled
contracting authorities to have the flexibility to change scope of service
and volume of demand whilst sustaining value for money.
Proven innovative approaches to integration of case management with
knowledge management.

dialogue: Recourse to staged procedure to gradually reduce the number of
solutions to be discussed or tenders to be negotiated yes.
