SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Mandate Agreement for Project Implementation: Project on Reduction of
Domestic Violence.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.5) Short description of the contract or purchase(s): The Swiss
Agency for Development and Cooperation (SDC) approved, in November 2000,
the "Project on Reduction of Violence against Women in Tajikistan"
(ProVaW). CARE International was the initial implementing partner. Later
on, SDC decided to consider the local Network on Violence against Women as
an implementing partner instead of an international NGO. This Network
comprised five national women's NGOs. Following an external project review
in 2004, SDC established a local Tajik NGO named Social Development Group
(SDG), both as umbrella organisation for the network, and as implementing
partner for the management of project funds. In 2007, the project was
again externally reviewed and found technically to be on track. However,
the reviewers pointed out serious conflicts within the SDG management and
the participating NGO networks as well as with SDC. As these conflicts
threatened the further successful implementation of the project, the
contract with SDG was discontinued from 2008. Subsequently a new Project
Manager was directly hired by the Swiss Cooperation Office Dushanbe (SCO)
to temporarily manage the project including the former SDG-team, now with
temporary SDC contracts. A sixth phase with further developed and adapted
objectives and activities is planned for a period of 3 years, until
October 201. It is intended to be outsourced to an external implementing
agency.
The overall goal of the project on reduction of domestic violence in
Tajikistan is to reduce both the level of violence against women, and the
impact of violence on the lives of women and their families. In order to
achieve this goal, SDC has formulated 4 objectives: a) To improve access
to quality services (medical, legal, psycho-social, and counselling) for
survivors of violence. Expected results: improvement of services quality
provided through government institutions and NGOs including a multi-sector
system referring victims to relevant institutions for help.
b) To achieve a clearly visible change in attitude with respect to
domestic violence. Expected Results: the population in target areas will
be more aware of domestic violence as having a negative impact on
community development.
c) To enhance the partners’ capacity to deal with domestic violence at
different levels. Expected Results: the trust of the population and the
local governments is consolidated; an increased number of requests for
support and service demands can be dealt with professionally.
d) To carry out effective lobbying campaign around the issue of domestic
violence at the national level. Expected Results: advocacy campaigns for
support of domestic violence issues at all government levels have been
implemented. Militia, lawyers, and courts are aware of domestic violence
legislation, and are trained and empowered to enforce these changes.
Government intervention in domestic violence cases is handled more
professionally.
Overall, the project shall maintain its strategy to: I. Build vertical
linkages from Jamoat to Hukumat, Oblast and to Ministry officials to
achieve the necessary interventions required to reduce the level and
impact of domestic violence.
II. Coordinate domestic violence issues, anti-trafficking, gender, women’s
empowerment and economic development, as well as reproductive health and
other related reform initiatives funded by other donors to provide
cross-training for project partners.
III. Build the capacity of media professionals so that they understand
domestic violence issues and are able to provide a sensitiv reporting on
domestic violence, and in representing gender/women issues in general.
Institutional set up: A Steering Committee comprising representatives of
SDC, the Government of Tajikistan, other donors and implementing partners,
ensures the overall steering and coordination of the project, addresses
policy issues and serves as a platform for exchange of views. It will meet
at least once per year. Other mechanisms of coordination may be set up
depending on the strategic and institutional options proposed by the
Implementing Agency (IA).
Geographic Area: the project activities will continue to be implemented in
the 2 areas that SDC has supported since 2000, namely in Khatlon province
(South Tajikistan) and Dushanbe.
Responsibilities: The IA's responsibilities include the management of the
network of NGOs (monitoring of activities, report analysis, funds
disbursements); capacity building of the partner NGOs (trainings,
assessments); development of a new umbrella organisation or a new
mechanism of coordination between the members of the network in order to
strengthen the links between the partner NGOs; elaboration and
implementation of mass media actions on the issue of domestic violence and
PR on the activities and services of partner NGOs; maintenance of a system
of information, documentation and communication on domestic or
gender-based violence; development of cooperation with agencies having
similar objectives. SDC suggests the new IA to keep the personnel pillars
of the current Project Facilitation Unit as experienced and relevant
professionals able to manage the RDV activities effectively. The IA shall,
together with the Swiss Cooperation Office (SCO), participate in various
coordination events and in the policy dialogue with the Government.
Additional funds from SDC or other donor agencies for specific actions
such as PR campaigns or construction of shelters might be available in
2009. The SCO's responsibilities will include the policy dialogue with the
Government (esp. the Ministry of Justice and Health) on further
development of strategies, policies and laws on the issue of domestic
violence; strategic guidance of the project in dialogue with the IA;
Monitoring and evaluation of the IA's activities; identification of
possible new partners for allocation of funds.
