II.1.5) Short description of the contract or purchase(s): The Bank of
England’s Security team would like to commission a company to conduct
security audits of the circa 30 Cash Centres working within the framework
of the National Circulation Scheme (NCS). All Cash centres are located in
the UK.
The security audits will require an extensive survey of each site’s
physical security measures by comparison with the Bank’s own cash centre
security standards. The security audits will cover aspects such as the NCS
members security policies and procedures, their staff recruitment,
vetting, retention and training processes and their overarching security
response framework.
A full written report for each cash centre will be required within 2 weeks
of completion of each of the surveys. Surveys will be carried out at a
pace and over a time frame to be agreed with the successful supplier.
A full list of areas to be included in each survey will be provided in the
tender but will encompass broadly:
Perimeter security, site access, car parking and delivery procedures;
Physical security of entrances, exits, reception;
Vetting procedures;
Guarding arrangements
Access control systems.
CCTV coverage
Intruder detections systems.
Security awareness including training, policy and procedures.
