II.1.5) Short description of the contract or purchase(s): Crows Nest
Landfill, owned by Aberdeenshire Council is due to close in September
2009, and as a result the Council need to seek an alternative treatment
and disposal option for 31 000 tonnes annually of residual waste.
In addition to acquiring a new waste management contract the Council also
want to achieve its key waste management objectives, namely.
— To minimise the quantity of waste residues,
— To maximise the quantity of recoverables and/or reusable material from
the waste stream,
— To achieve the relevant landfill diversion and recycling targets.

lodging appeals: The Council will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. the period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have 2 working days from the notification of
the award decision to request additional debriefing and that information
has to be provided a minimum of 3 working days before the expiry of the
standstill period. such additional information should be required from the
contract set out at 1.1.
