II.1.5) Short description of the contract or purchase(s): Neath Port
Talbot CBC wishes to invite suitably qualified and experienced companies
to tender for a Framework for Renewal Area Works.
In 2003 Neath Port Talbot County Borough Council took its 1st steps into
area based regeneration by declaring a Renewal Area in the Sandfields East
and Aberavon wards. The move to an area based strategy for regeneration
was driven by the corporate strategic vision for the Borough set out in
the Community Plan. Following the success of the first Renewal Area the
Authority has since declared a second Renewal Area within the Upper Amman
Valley.
The Council utilises fast track procurement arrangements for Group Repair
activities within the Renewal Area:
- A fixed schedule of rates.
- An agreed specification of works.
- A JCT form of contract.
- An agreed contract time period.
This approach has many positive affects:
- Shorter lead-in period for commencement of work.
- Reduction of time that materials and scaffolding were present on site.
- Shorter overall completion times for building work.
- Greater control over contract costs.
- Better relationship between contractor, site supervisor and resident.
In conjunction with the Group Repair works, the Renewal Area team have
extended the housing services on offer to residents of the Renewal Area to
include:
- Maintenance Survey advice.
- Care and Repair handyperson service.
- Discounted material scheme.
- Energy survey and advice.
- Low cost loan and equity release advice.
All together, the package that we currently offer to our residents is both
comprehensive and accessible, and it helps to signpost assistance to many
of our partners that otherwise may have been missed. It is especially
helpful to our elderly, vulnerable and disabled groups and assists us in
removing the alienation that this sector sometimes encounter within a
community.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: This Authority will incorporate a minimum 10-calendar-day
standstill period at the point that information on the award of the
contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing form the contracting authority before
the contract is entered into. Applicants have 2 working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before the
expiry of the standstill period. Such additional information should be
requested from the Corporate Procurement Unit, Room 129A, Civic Centre,
UK-Port Talbot SA13 1PJ. If an appeal regarding the award of a contract
has not been successfully resolved the Public Contracts Regulations 2006
(SI No 5) provide for the aggrieved parties who have been harmed or who
are at risk of harm by a breach of the rules to take action in the High
Court. Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the Court may order
the setting aside of the award decision or order the authority to amend
any document and may award damages. If the Contract has been entered into
the Court may only award damages.
