Consultant services for preparation of Feasibility Study for the System of
E - 112 Emergency Calls of Republic of Macedonia by defining the future
structure of the System for Early Warning of the citizens of the Republic
of Macedonia.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Yes. Bank Guarantee of the
tender offer is obligatory and it should be in amount of 9 000 EUR. The
Bank Guarantee should be part of the technical offer.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: No.

whom the contract is to be awarded: Yes.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: — Statement
of the economic operator declaring that in the last 5 years the economic
operator was not convicted by court law force verdict for participation in
activities of a criminal organization, corruption, fraud and money
laundering. - Confirmation that a legal action for bankruptcy is not taken
by the authorities. - Confirmation that a procedure for liquidation is not
proceeded by the authorities. - Company tax certificate (National
requirement). - Certificate that there isn't any law force verdict
declaring misdemeanor charges which means a ban for execution of a
profession, activity and services for the economic operator. - Evidence of
enrollment on the professional or trade register, as required by national
law, in the country where the company is established.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: — Balance sheet report
and data of the income statement confirmed by the national authorities.
Minimum level(s) of standards possibly required: — Positive report for the
last 3 years. - Positive report for the last year.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: — List of general services of the
candidates with the costs, dates and suppliers which were subjects of the
same or similar service supported with the subject of purchase and
confirmation of fulfilled services published by the subjects which
received the services or if these kind of confirmations can not be issued
due to reasons which are not depending of the economic operator, this
requirements can be met only with a statement for executed services. Form
No 3.10 Chapter 3. - Educational and professional qualifications of the
economic operator or it experts who are responsible for accomplishment of
a specific service. List of experts, consultants, researches and analysts
with specific domain of expertise. Form No 3. 12 Chapter 3. The required
documentation is delivered in original or copy verified by the bidder with
a stamp and signature of the responsible person and sign "Equivalent to
the original".
Minimum level(s) of standards possibly required: — Prove for experience of
at least 3 years. on projects with complexity compatible with the purchase
subject. - The team leader of the essential personnel should have
experience in at least 1 pre-feasibility or feasibility study similar with
the purchase subject.
