II.1.3) The notice involves: The conclusion of a framework agreement.
II.1.4) Short description of the contract or purchase(s): The Riverside
Group ('TRG') wished to establish a 4-year non-binding framework agreement
for Real Estate Consultants to assist with the partial rationalisation of
its social housing stock, at the locations described at II.2. The selected
consultant(s) are required to provide strategic advice and tactical
support, marketing, negotiation and other services associated with the
disposal of the aforementioned properties. TRG owns or manages
approximately 50 000 properties across England. After a review of its
property profile, Riverside has initially identified approximately 1 800
properties which are to be disposed of via transfers to other registered
social landlords or via open market sales. TRG structured the Framework
Agreement with the following geographical lots; UKC - North East, UKD -
North West, UKE - Yorkshire and The Humber, UKF - East Midlands, UKG -
West Midlands, UKH - East of England, UKI - London, UKL - South East, UKK
- South West, UKL - Wales, UKM - Scotland. Consultants had the opportunity
to apply for as many or as few regions as they wish. TRG's current
requirements consist of the disposal of approximately 1 800 properties,
which are spread across England. Accordingly, consultants that were
applying solely for Scotland and/or Wales were advised that there is no
current expectation of work in these areas. Whilst this may change in due
course (and hence the reason for including the lots), consultants should
have taken this in to account. Call-offs from the framework agreement will
be determined on the basis of terms set out in the framework agreement
(which was provided at tender stage), and which will include geographical
and other project specific capability requirements. In the event that the
terms within the framework agreement are not precise enough to allow a
direct call-off, then a mini competition will be held with all those
consultants capable of meeting the needs of the contracting authority.
Note: the award of the framework agreement does not constitute any
guarantee of work. The Framework Agreement to be entered into will be
managed by TRG. All partners, current and future, of TRG will be entitled
to call-off individual contracts pursuant to the framework. These
contracts will be held, managed and supervised by the individual
organisation making the call-off. The key objectives of the framework
are:- to provide access to a pre-tendered, OJEU compliant, framework for
TRG. To deliver cashable and non-cashable efficiencies to meet government
and TRG efficiency targets. To develop a performance driven culture where
the companies providing the most effective and efficient delivery of TRG's
objectives are recognised and rewarded. Further details on TRG and the
organisations that will call-off from the framework agreement are included
at II.7. Valueworks were engaged to assist TRG in carrying out this
procurement.

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY
COMMUNITY FUNDS: No.
VI.2) ADDITIONAL INFORMATION: The Riverside Group ('TRG') owns or manages
approximately 50 000 houses across England. It's subsidiaries include
Berrybridge Housing, Bowlee Park Housing, Carlisle Housing Association,
Community 7, English Churches Housing Group, Lee Valley Housing, Riverside
Housing, Riverside Home Ownership and Riverside North East. The ensuing
arrangements may be used by (or applicable to) any or all of Riverside's
current or future subsidiaries, along with any other organisation with
similar interests and operations to TRG who wishes to join the contract at
a later date. The primary focus of the framework agreement will be
existing TRG housing stock, and that of other organisations within their
group structure. However other organisations with social housing interests
who subsequently become members of TRG, or enter into an agreement with
TRG will equally be entitled to call-off under the ensuing framework
agreement. Accordingly this Contract Award Notice is placed on behalf of
the above organisations and in this respect TRG should be regarded as a
"central purchasing body".
VI.3) PROCEDURES FOR APPEAL:
VI.3.1) Body responsible for appeal procedures: The Riverside Group, 2

VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Riverside Group ("TRG") incorporated a minimum of
10-calendar–day standstill period at the point information on the award of
the contract was communicated to tenderers. This period allowed
unsuccessful tenderers to seek further debriefing from TRG before the
contract was entered in to. Applicants had 2 working days from the
notification of the award decision to request additional debriefing and
that information was provided a minimum 3 working days before the expiry
of the standstill period.
