SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Statsbygg
require construction management services for the project 10034 UiO Domus
Media.
The Ministry of Education and Research has given Statsbygg the task of
engineering the alterations and renovation of the central buildings at the
University of Oslo. The assignment comprises of internal and external
renovation of Domus Media West Wing, the university's great hall and the
Professor Residence, as well as internal renovation of facades and ceiling
for Domus Bibliotheca, Domus Academica and the Gymnastics Building. The
project also comprises of laying new foundations for Domus Bibliotheca,
the Professor Residence and the Gymnastic Building.
The site has a total of 33 000 m², of which 10 860 m² shall be renovated
internally. All of the buildings shall be renovated externally, both roofs
and facades. A total of 11 140 m² of buildings shall have new foundations.
The preliminary project was completed in December 2007.
The project has been divided into 2 phases for further works. Phase 1
includes the completed detailed engineering design services for the whole
of the project, as well as completion of internal works in Domus Media
middle wing, west wing and laying new foundations for Domus Bibliotheca,
the Professor Residence and the Gymnastic Building.

INFORMATION ABOUT LOTS
LOT NO 1
TITLE: Construction management
1) SHORT DESCRIPTION: The construction management (CM) shall be carried
out by a dedicated person. Two persons could be required for technical
construction management (TCM); one within HVAC and sanitation and one
within electrotechnical professions. If only one person is offered as the
technical construction manager, documentation of competence within both
HVAC and sanitation and electrotechnical professions must be enclosed.
The assignment will be based on hourly rates, with a budget of 1 700 hours
per annum for the responsible construction manager and 850 hours for the
technical construction management.
The construction management will be a part of the project organisation in
the detailed engineering design phase from September 2008, and shall,
until the start of construction, work in a team with PG and the project
management. In this period it is expected that the CM will be engaged in
approx. 50 % of a fulltime job and the TCM for approx. 30 % of a fulltime
job. The CM will be required to be present at the project office 2 days a
week and the TCM will be required to be present 1 day a week.
From the start of construction the CM will have an office on site and will
be required to be on site 100 % of the time. The TCM will be required to
be on site 2 full days per week.
In the period from spring 2009 to December 2009 the detailed engineering
design services and construction will run in parallel. During this period
the CM and TCM must be prepared to use some of their time to assist PL and
PG in working out the tender documents, contract division, progress plan,
production budgets and evaluating tenders for the coming works.
Statsbygg will continually evaluate the amount of work and capacity for
the construction management, and tenders are therefore wanted for
alternative support personnel for both the CM and TCM. The support
personnel shall be able to be called-off by Statsbygg with two weeks
notice and will be paid according to the time used with an upper limit of
800 hours per annum.
2) COMMON PROCUREMENT VOCABULARY (CPV): 74200000.

years.

LOT NO 2
TITLE: SHA-co-ordinator
1) SHORT DESCRIPTION: The tender shall include a SHA co-ordinator for
execution, see the national building codes § 13 and Statsbygg's plan for
safety, health, working environment and outer environment for the project.
The tender must state hourly rates, the fee after a given time with an
upper limit of 850 hours per annum. See the attached service description
for construction management (YT - BL) chapter 2.1.4, chapter 3.7 and
chapter 3.8 for the requirements regarding which services the SHA
co-ordinator shall provide.
The SHA co-ordinator will be a part of the project organisation in the
detailed engineering design phase from September 2008 and shall, until the
start of construction, work in a team with PG and the project management.
In this period it is expected that the SHA co-ordinator will be engaged in
approx. 15 % of a fulltime job and will have to be at the project office
0,5 days a week.
From the start of construction the SHA co-ordinator will be required to be
on site 2 full days a week.
