SECTION I: CONTRACTING AUTHORITY

SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Provision of refurbishment works to the housing property portfolio.

performance: Works.
Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting authorities.

II.1.5) Short description of the contract or purchase(s): Provision of
planned and improvement works to Housing portfolio, including works
relating to the Decent Homes Standard. The duration of the contract is for
5 years with the possible extension of a further 2 years, subject to
confirmation and the conditions precedent. The works are
building/construction related to domestic property. Contract to be let on
a PPC2000 form of contract.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Total annual anticipated expenditure
ranges bewteen £700 000 to £ 1 800 000 with c. £ 5 000 000 over the term
of the contract, although no guarantee that the profile will reflect the
actual expenditure. The scope includes: Roofing External Improvements
(PVCu fascias/decoration/outbuilding doors/general repairs) Kitchens and
Bathrooms renewal (or part thereof) Boundary Walls/Fences Asbestos Removal
Garages Improvements Structural Repairs Rewires/Upgrades/Testing DDA
Compliance Works Windows and Doors Decorations (internal/external) The
award will not be split into trade specific packages. Any works requiring
sub-contracting to specialists must be co-ordinated through the successful
contractor.
Estimated value excluding VAT:
Range: between 4 000 000 and 6 000 000 GBP.

III.2.1) Personal situation of economic operators, including requirements

formalities necessary for evaluating if requirements are met: A pre
qualification questionnaire setting out information to be provided will be
made available to all applicant firms that respond to this notice. Please
note: the PQQ is only available electronically via the buyer profile shown
on page 1 of this form and any contact directly for the supply of a PQQ
will not be responded to. Applicant firms will be required to complete and
return the questionnaire together with supporting documentation by the
closing date stipulated on the questionnaire. This will be evaluated for

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The contracting authority will incorporate a minimum 10
calendar day standstill period at the point information on the award of
the contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have 2 working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before the
expiry of the standstill period. Such additional information should be
required from the address in part I.1.If an appeal regarding the award of
a contract has not been successfully resolved the Public Contracts
Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have
been harmed or are at risk of harm by a breach of the rules to take action
in the High Court (England, Wales and Northern Ireland). Any such action
must be brought promptly (generally within 3 months). Where a contract has
not been entered into, the Court may order the setting aside of the award
decision or order the contracting authority to amend any document and may
award damages. If the contract has been entered into the Court may only
award damages.
