Scotland requires the provision of a mailing service for the Friends
membership quarterly magazine. It will include taking delivery of the
magazine from our publisher and collating any insert material, and then
organizing delivery to approximately 33,000 households in the UK and
abroad, with approximately 32,000 addresses in the UK, 500 to Europe, and
500 to the rest of the world.

be liable for any costs incurred by those expressing an interest or

accepted where those provide added value and where the requirements of the
contract are met.

Historic Scotland will incorporate a minimum of a 10 calendar day
standstill period at the point of information on the award of the contract
when communicated to Tenderers. This period will allow unsuccessful
Tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have 2 working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before the
expiry of the standstill period. Such additional information should be
requested from the contract point noted in part 1.1 of the Contract
Notice. If an appeal regarding the award of contract has not been
successfully resolved The Public Contracts (Scotland) Regulation 2006 (SSI
2006 No. 1) provide for aggrieved parties who have been harmed or are at
risk of harm by a breach of the rule to take action in the Sheriff Court
or Court of Session. Any such action must be brought promptly (generally
within 3 months). When a contract has not been entered into the Court may
order the setting aside of the award decision or order the authority to
amend any documents and may award damages. If the contract has been
entered into the Court may only award damages.
