SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Provision of a
Homelessness, Housing Options and Housing Register Service to all
residents of the Borough of Newcastle-under-Lyme. Meeting the requirements
of the Housing Act (1996) as amended by the Homelessness Act (2002),
assessing and complying with legal duties/obligations of the Borough
Council to homelessness applicants and administering the housing register
and contributing to the sub-regional choice based lettings scheme.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: This is an all-inclusive service, which
can be provided by one organisation or within a partnership arrangement.
The only provision being that there is a requirment for an in-Borough
office for personal callers with the potential for telphone call handling
and administrative functions to be located elsewhere.
The initial contract will run for 31 months, with an option to extend this
for a further 24 months.
As part of the Governments National Procurement Strategy and the West
Midlands Centre of Excellence Procurement Hub, collaborative working and
supporting other authorities now forms part of this Councils procurement
remit.
This contract may be made available to other Councils and Public Bodies
within this (or other regions) if the resultant contract provides best
value for another West Midlands (or potentially East Midlands and other
Authorities throughout the Country, in certain instances). The Councils
within the West Midlands area can be found on www.rce.gov.uk.
Estimated value excluding VAT:
Range: between 1 055 000,00 and 1 960 000,00 GBP.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: This authority will incorporate a minimum of
10-calendar-day standstill period at the point when information on the
award of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the contracting
authority before the contract is entered into. Applicants have 2 working
days from the notification of the award decision to request additional
debriefing. Such information has to be provided a minimum of 3 working

If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the court may order
the setting aside of the award decision or order the authority to amend
any document and may award damages. If the contract has been entered into
the court may only award damages.
