although other housing providers in Leicestershire and Rutland may also
make use of this framework.

significant number of contractors are expected to be called upon during
the term of the framework according to the works and trades required.

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) THIS IS A RECURRENT PROCUREMENT: No.
VI.2) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU
FUNDS: No.
VI.3) ADDITIONAL INFORMATION: Pre-qualification questionnaires will be
despatched electronically, but must be returned in hard copy and will form
the basis of selecting the contractors pre-qualified for the framework.
Invitations to tender may be despatched electronically but tender
submissions must be returned according to the instrctions given in the
invitation to tender. The Standing List will be open to new applicants
once a year for the 1st 3 years of the contract near or around the
anniversary date of the commencement of the Framework. All new applicants
will have to qualify as per the pre-qualification questionnaire and Tender
evaluation process to meet existing standards. Requests to join or be
considered for the Standing List will be held until the lsit is opened and
then closed within 4 weeks of the anniversary date. Any Contractor who
leaves the Framework and wishes to rejoin at a later date will have to
reapply as a new applicant, through the above mechanism. Bidders should
identify and clearly state which trades/categories of work they intend to
bid for.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Melton Borough Council will incorporate a minimum
10-calendar-day standstill period at the point information on the award of
contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have 2 working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before the
expiry of the standstill period. Such information should be required from
the address stated in point VI.4.1. If an appeal regarding the award of
contract has not been successfully resolved the Public Contracts
Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have
been harmed or at risk of harm by breach of the rules to take action in
the High Court (England Wales and Northern Ireland). Any such action must
be brought promptly (generally within 3 months). Where a contract has not
been entered into the Court may order the setting aside of the award
decision or order the authority to amend any document and may award
damages. If the contract has been entered into the Court may only award
damages.
