SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
UK-Tameside: specialist day service for older adults with functional
mental health needs.

II.1.5) Short description of the contract or purchase(s): Tameside
Metropolitan Borough Council.
Tender For The Provision Of A Specialist Day Service For Older People With
Functional Mental Health Needs.
Tameside Metropolitan Borough Council is committed to the provision of
high quality services to enable people to live in their own homes.
Tameside MBC (Adult Services), in partnership with Tameside and Glossop
PCT, are inviting expressions of interest in the above tender, this is a
restricted tender.
— The successful Organisation will, in providing a specialist day service
for older people with functional mental health needs, contribute to the
overall aim of Service Users achieving maximum independence by acquiring
or re-acquiring living skills, thereby helping individuals achieve their
full potential.
— The successful Organisation will demonstrate their understanding and
delivery of the fundamental principles and themes of the Recovery
Approach, as underpinned by the personalisation agenda.
— The successful Organisation will recognise that in order to support
personal recovery, the service will need to embrace constructive and
creative delivery methods and what is personally meaningful to the
individual.
— The maximum 1st year budget available for this service is 197 420,00
GBP.
It is the Council's preliminary view that TUPE Regulations may apply when
this contract is awarded to a new provider.
It is proposed that the Contract will commence on 1.4.2009 and will run
for a period of 3 years to 31.3.2012. The Council may, subject to approval
and re-negotiation, wish to extend the Contract for a further period of up
to.
The award of the contract will be in keeping with a Best Value approach,
which will jointly evaluate quality factors and price.
All documentation must be completed and submitted electronically by using
Vault through BiPs Delta-ets by the due date of 8.8.2008 at 12:00. Tender
submission packs will follow week commencing 25.8.2008. The closing date
for tender submissions for those organisations short-listed is 3.10.2008.

commencing 3.11.2008.

III.2.1) Personal situation of economic operators, including requirements

(i) has been the subject of a conviction for corruption, as defined in
Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council
Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of
Article 1 of the Convention relating to the protection of the financial
interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined
in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of
the use of the financial system for the purpose of money laundering.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: (a) appropriate
statements from banks or, where appropriate, evidence of relevant
professional risk indemnity insurance;
