SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
The provision of consultancy services for the Regeneration Rollout
Project.

II.1.5) Short description of the contract or purchase(s): WVUK has been
examining opportunities for securing jobs for workless and other
disadvantaged people in the construction industry. Following the delivery
of a pilot project and the establishment of a ‘Construction Employment
Integrator’ (CEI) in the North East, WVUK would like to establish a small
number (between 3-5) of similar projects elsewhere in the UK. To support
the rollout WVUK need the assistance of consultants to work with their
staff, Local Authorities and partner organisations to undertake the
following activities: 1. Review work already undertaken in the North East
and similar models elsewhere and the processes which have already been
developed. 2. Data has already been produced covering the construction
spend and number of potential clients in areas which have City Strategy
status or where there are WVUK Employer Coalitions and this will form the
basis for identifying the areas which can potentially be Pathfinders. The
consultants will be required to work with the Local Authorities and
partners in the areas which WVUK will identify in order to :- i) assess
and quantify the scope of the opportunity and potential beneficiaries in
the area; ii) promote the benefits of establishing a CEI; iii) develop
effective partnership arrangements between Jobcentre Plus, Learning and
Skills Council, Local Authorities and other procurers and key stakeholders
including private sector representation from the construction industry;
iv) develop a CEI structure, which will involve the establishment of a
partnership steering group/board and a dedicated project team; v) develop
a business plan for each CEI to cover organisational structure &
governance, activities to be delivered, targets, costs and funding, and
performance management; vi) ensure effective monitoring and reporting
systems are in place; vii) provide ongoing advisory support during the
establishment of the CEI and monitor its ongoing development and
performance for an initial period not exceeding two years;and viii)
identify best practice with regard to implementation, control and
reporting for dissemination purposes. 3. During the implementation of the
programme monitor the performance of the existing North East CEI and
others to be created, in meeting their overall objectives and targets.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements

the Public Procurement Directive 2004/18/EC (Regulation 23 of the UK

be provided at a later stage.

workless and other disadvantaged groups access employment and training
opportunities; the development of initiatives that maximise the benefits

planning; supporting the development of new partnerships and delivery
structures; and influencing policy at a local, regional or national level.
Applicants should outline their specific role with regard to each of the
above and provide details of the range of partners they have worked with
and at what level. Copies of relevant reports which are in the public
domain which have been produced by the applicants should be provided or
their location on the web identified.
