SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
The Manufacture and Supply of J Plates.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Supplies.

Main place of delivery: Abingdon, Oxon.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): UKAEA operates
JET, which forms part of the European Fusion Programme with the aim of
confining and studying the behaviour of a plasma in conditions and
dimensions approaching those required in a fusion reactor.
Additional heating for the plasma is, in part, provided by beams of high
energy neutral atoms, either hydrogen or deuterium, which are injected
into the plasma along a beam line. These atoms start as positive ions and
are converted to neutral particles inside a neutraliser. The
neutralisation is only partly efficient, and the ionic fraction of the
beam has to be deflected by means of magnets into ion dumps. The J plate
is one of the components making up an ion dump that intercepts the
deflected ions and provide shielding for down stream components.
The requirement is for approximately 14 J plates and assorted support
brackets and piping.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The J Plates comprise a matrix of gun
drilled 10 mm diameter cooling channels in a 30mm thick CuCrZr plate. The
J Plate is subsequently formed rolled through a 90 degree angle at a
radius of 200mm to form a quadrant in cross section. Twisted tapes are
inserted into the cooling channels, secured into a slot and welded to
position. Any open apertures are to be sealed and two stainless stub pipes
provide water inlet and outlet. Support brackets and associated pipe work
made of Stainless Steel, complete the J Plate assembly.
All CuCrZr to CuCrZr welds are Electron Beam welds while CuCrZr to
Stainless Steel welds are Electron Beam welds through a Nickel transition.
Each plate will occupy a minimum volume of 0.02m3 and weigh about 30kgs.
General dimensions are 243mm x 260mm x 330mm. Welding of the plate
assembly will require an EB process capable of a depth to width ratio
equal or better than 6:1. Heat treatment of CuCrZr precipitation hardening
after machining will require a vacuum oven capable of achieving a cooling
rate of 1400 degrees C/hour from a maximum uniform temperature of 475
degrees C..
The scope of work for production of J Plates includes but is not limited
to.
Determination of manufacture and assembly sequences and control
specifications.
The production of the manufacturing drawings.
Manufacture of all jigs and fixtures.
Procurement of necessary materials, items and equipment.
Manufacture and machining of all J plate components to final dimensions.
Qualification of processes such as EB welding, forming, heat treatment of
CuCrZr.
Dimensional inspection of all J plate components.
Cleaning and testing of all J plate components including, material
properties, proofing of welds, pressure testing, hot helium leak testing.
UKAEA wish to purchase one lot comprising 14 J Plates and associated
components.
II.2.2) Options: Yes.
Description of these options: UKAEA wish to purchase one lot comprising 14
J Plates and associated components, with the option to purchase additional
J Plates if required as a result of operational emergencies.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in

lodging appeals: UKAEA will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before a contract
is entered into. Applicants have 2 working days from the notification of
the award decision to request additional debriefing and that information
has to be provided a minimum of 3 working days before the expiry of the
standstill period. Such additional information should be sought from the
contact named in this notice.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 no 5, which apply to
England, Wales and Northern Ireland, and the Public Contracts (Scotland)
Regulations 2006 no 1, which apply to Scotland, provide for aggrieved
parties who have been harmed or are at risk of harm by a breach of the
rules to take action in the sheriff court, the Court of Session,
(Scotland) or in England and Wales and Northern Ireland, the High Court.
Any such action must be brought promptly (generally within 3 months) Where
a contract has not been entered into the Court may order the setting aside
of the award decision or order the authority to amend any document and may
award damages. If the contract has been entered into the Court may only
award damages.
