II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): This is a
Contract for the supply of the Council's for the supply of the commercial
vehicle fleet. The type of vehicles leased range from small panel vans
through to skip lorries for sections such as cleaning, building works and
social services.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: This is a contract for the supply of the
Council's commercial vehicle fleet for a 5 period with a provision at the
Council's discretion for 2 further extensions up to 12 months each. The
Council as a whole leases in the region of 310 commercial vehichles per
annum. They type of vehichles leased range from small panel vans through
to skip lorries for section such as cleaning, building works and social
services. This contract will enable Fleet services to provide Council
requirements for all departments. There is no minimum guaranteed volume of
work for this contract.
Estimated value excluding VAT: 12 500 000 GBP.
II.2.2) Options: Yes.
Description of these options: The initial contract term will be for 5
years with an option to extend the contract term stated in II.3 by a
maximum of 2 12-months periods at the discretion of the Council.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 60 (from the award of the contract).

matters as the Authority may require.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: This authority will incorporate a minimum of
10-calendar-day standstill period at the point that information on the
award of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the contracting
authority before the contract is entered into. Applicants have 2 working
days from notification of the award decision to request additional
debriefing and that information has to be provided a minimum of 3 working
days before expiry of the standstill period. Such additional information
should be requested from the address in point I.1. If the appeals
regarding the award of a contract has not been successfully resolved (for
Public Sector) the Public Contracts Regulations 2006 (SI 2006 No 5)
provide for aggrieved parties who have been harmed or are at risk of harm
by breach of the rules to take action in the High Court (England, Wales
and Northern Ireland). Any such action must be brought (generally within 3
months). Where a contract has not been entered into the Court may order
the setting aside of the award decision or order the authority to amend
any document and may award damages. If the Contract has been entered into
the Court may only award damages.
