LOT NO 1
1) SHORT DESCRIPTION: This section outlines the general scope of
requirements within each of the Lots covered by the Framework. Dorset
County Council believes that this division provides a reasonable
segmentation of the consultancy services that may be required in relation
to waste and environmental services. However, Potential Bidders should
note that this is for guidance only and should not be considered a
definitive list. Not all Clients will require all Lots. Bidders are
invited to specify which Lots they wish to be considered for on the basis
of their skills and experience. Bidders are not necessarily expected to be
able to cover all of the subsections within a particular lot and the
Council welcomes bids from more specialist providers. Lot1: Site Planning
and Permitting, including such tasks as: Waste planning — , Site
permitting, — Preparation of site planning applications, — Environmental

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: A performance bond on parent
company guarantee may be required from the consultant for each contract
awarded under the Framework Agreement commensurate with the value of
contract awarded.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: In order to cover
the cost of contract management, the Framework Manager will charge a
management fee to Consultants for each appointment by a Client to carry
out a Project under the Framework. The management fee will be 100 GBP plus
0,5 % of the initial contract sum (ex VAT).
It is envisaged that contract payments will be in the form of fixed
payments against deliverables.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Bidders will
be assessed on their ability to provide the service(s) specified in the
tender documents and will be evaluated in accordance with best practice.
The evaluation process will be in two stages:
— Minimum quality requirements; and,
— Comparative assessment of the most economically advantageous Bids.
No contract shall be awarded to any Bidder that does not meet the minimum
required levels on all elements of this assessment.
A comparative assessment of the most economically advantageous Bids will
be carried out in accordance with the following award criteria:
— Quality 60 %,
— Price 40 %.
