II.1.5) Short description of the contract or purchase(s): Planning
Framework agreement for Communities and Local Government.
The Planning Directorate (PD) in Communities and Local Government (CLG)
have identified the need for a number of research projects, to cover the
period from April 2008 up to 31.3.2010 with an option to extend until
31.3.2011. The projects within the framework will help recommend and
deliver major changes to the planning system for frontline users and to
help local planning authorities and others deliver the changes. The
changes are expected to make key contributions to the CLG’s objectives on
managing climate change, delivering 3 000 000 houses, supporting economic
development and sustainable communities and reducing bureaucracy. The
Planning Directorate wishes to undertake original research in order to:
- Support good practice guidance.
- Provide evidence for updating policy and making planning policy more
efficient in light of changes occurring over time.
- Support consultations and engagement with a wide range of stakeholders
in planning policy, including encouraging community involvement
- Support Environmental areas of planning policy such as Planning Policy
Statement (PPS)-20 Development and Coastal Erosion, PPS25 Development and
Flood Risk and planning policy for water.
- Underpin the development of new Ministerial priorities.
The Planning Directorate is seeking expressions of interest in providing
expertise to undertake research projects through framework agreements for
England and Wales.
These agreements will be available for use by all UK contracting
Authorities including but not limited to Government Departments and their
Agencies, Non-Departmental Public Bodies, Local Authorities, Police
Authorities, Fire Authorities and Educational Establishments.
