SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting entity: PQ
enquiry no. 142/2008 - Dhekelia Power Station - Ice Plant n°2.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.

Main site or location of works: Dhekelia Power Station, Cyprus.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Electricity
Authority of Cyprus (EAC) is accepting applications for pre-qualification
of Contractors for the design, construction and installation of one new
Internal Combustion Engine Power Plant (ICE Power Plant n°2) at Dhekelia
Power Station. The Plant shall be comprised of between one and five
identical diesel engines running on heavy fuel oil of a total net output
between 50 to 60 MW at an existing site at Dhekelia Power Station. The
Plant should be capable for conversion for burning natural gas. The option
for conversion will be exercised in the future. The Plant shall be located
adjacent to ICE Power Plant n°1 which is currently under construction and
consists of 3 x 17 MW heavy fuel oil fired Mitsui slow speed diesel
engines. The proposed Plant should be sized to fit within the available
footprint at the ICE Power Plant n°2 site at Dhekelia. All Balance of
Plant equipment (BoP) as well as all necessary connections to the existing
facilities at Dhekelia Power Station and all other associated works will
form part of this Turnkey EPC Project. The ICE Plant n°2 is required to be
delivered for commercial operation the latest by 1.6.2010.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The Plant shall be comprised of between
one and five identical diesel engines running on heavy fuel oil of a total
net output between 50 to 60 MW at an existing site at Dhekelia Power
Station. The Plant should be capable for conversion for burning natural
gas. The option for conversion will be exercised in the future.
Estimated value excluding VAT: 75 000 000 EUR.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: The
pre-qualification will be based on the compliance with all mandatory and
point score criteria related to the applicant’s general and particular
experience and financial capability, as demonstrated by the responses in
the application forms provided.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: The Applicant shall have experience as
an EPC Main Contractor or as a member of a Joint Venture acting as an EPC
Main Contractor and is required to present full details of at least two
(2) ICE Power Plants of 30MWe output or higher, duly completed and
commissioned according to the international standards during the past 10
years and have had satisfactory service of at least one year. The relative
contracts must have been awarded through an international tendering
procedure. The ICE manufacturer must have experience in the last 10 years
in the design, manufacture, supply, installation, testing and
commissioning of the ICE which it is offering to provide and must also
provide evidence of at least three (3) in number of ICEs similar to the
type offered.
