Service (HMPS) has a programme of action linked to achieving its key
performance indicator on resettlement. The aim is to increase the number
of offenders getting jobs, education or training places on release from
prison and also to increase accommodation outcomes for released offenders.
The contractor(s) will be required to provide high quality employment,
learning and skills services to offenders in Yorkshire and Humberside
prison establishments both upon induction and prior to release.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The successful contractor(s) are
expected to operate the service on the basis of achieving the KPT targets
of the individual establishment’s within the Yorkshire and Humberside
area.
The service will be provided at eight adult male and young offender
prisons and one adult female establishment.
The provider will need to demonstrate an innovative approach that clearly
identifies and understands the needs of the service user group, in line
with each establishment’s resettlement strategy.
HM Prison Service has a programme of action linked to achieving its key
performance indicator on Resettlement. The aim is to increase the number
of offenders getting jobs, education or training places on release from
prison and also to increase accommodation outcomes for released offenders.
The national target for 2007 / 08 is 25 % of offenders entering employment
and 10 % of offenders into training or education at the point of discharge
from prison establishments, with a regional target for Yorkshire and
Humberside of 22.8 % and 14.4 % respectively.
The Contractor(s) will be required to provide high quality employment,
learning and skills services to offenders in Yorkshire and Humberside
prison establishments both upon induction and prior to release.
The objective is to increase the number of offenders securing ELS outcomes
on release and ensure the individual’s effective resettlement into the
community thus contributing to the reduction of recidivism and meet key
performance targets for resettlement.
The Contractor(s) Staff shall be based at each prison establishment in the
Yorkshire and Humberside Area as listed:
— HMP Everthorpe.
— HMP Lindholme.
— HMP & YOI Moorland (closed and open).
— HMP Northallerton.
— HMP Wealstun
— HMP New Hall.
— HMP Askham Grange.
— HMP Leeds.
— HMP Hull.
Reasonable access to office space, furniture, and landline telephones
shall be provided for the service provision in line with local
establishment policy at no cost to the contractor.
Offenders residing in the Yorkshire and Humberside Establishments will
include;
— Sentenced offenders.
— Adult Males and Females.
— Young Males and Females (18-21).
— Remand offenders.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The National Offender Management Service (NOMS) will
incorporate a minimum 10 calendar day standstill period at the point
information on the award of the contract is communicated to tenderers.
This period allows unsuccessful tenderers to seek further debriefing from
the contracting authority before the contract is entered into. Applicants
have 2 working days from the notification of the award decision to request
additional debriefing and that information has to be provided a minimum of
3 working days before the expiry of the standstill period. Such additional
information should be requested via the eSourcing Portal using the
messaging facility within the appropriate ITT.
If an appeal regarding the award of contract has not been successfully
resolved The Public Contracts Regulations 2006 (SI 2006 No. 5) provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court. Any such action must be
brought promptly (generally within 3 months). Where a contract has not
been entered into the court may order the setting aside of the award
decision or order the authority to amend any document and may award
damages.
