SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Architectural, Engineering, Construction and related Technical Consultancy
Services.
II.1.2) Type of contract and location of works, place of delivery or of

II.1.5) Short description of the contract or purchase(s): The University
of Birmingham is seeking to appoint a suitably qualified and experienced
Multi-Disciplinary Design Consultancy Team for the CRF2 (Clinical Research
Facility 2), Pharmacy, Bio-repository and commercial laboratories adjacent
to the new Wellcome building on the Queen Elizabeth Hospital site.
The Multi-Disciplinary Design Team will be required to provide Architect
and Lead Consultant Services, Structural Consultancy Services, Mechanical
and Electrical Engineering Consultancy Services, Landscape Architecture
Consultancy Services, plus any other design services which may be required
to develop detailed Employers Requirements.
As indicated above, the Architect will also be responsible for the
provision of Lead Consultant Services and will be required to co-ordinate
the work of other consultants involved in the project and provide Contract
Administrator Services.
Quantity Surveying and CDM Co-ordinator services will be the subject of
separate appointments.
The appointed Design Team will be required to provide Services from RIBA
Work Stage C to Work Stage L in accordance with the Form of Agreement,
including, without limitation, the Consultants Schedule of Duties and Plan
of Works documents forming part of the Form of Agreement documentation and
through to the end of defects and final account and will be deemed to be
included in the submitted fee.
The University propose to use a Design and Build procured route to deliver
this project.
It is also a requirement of this tender (and will be a requirement of the
appointment) that the Design Team may (in part or in whole) be novated to
the principal / main contractor to be selected and employed by the
University at an appropriate time during the project if the University
elects to use a Design and Build Procurement route. A sample Novation
Agreement that the University will seek to use for any novation
arrangements will be included in the invitation to tender package but
consultants must note that at this stage the University offers no warranty
or guarantee that this will be the Novation Agreement that is used, this
may be subject to negotiation with the selected principal contractor at
the appropriate time. Consultants accept this provision by signing the
Form of Tender and submitting a tender.
Floor Plans for the proposals have been developed to Stage D taking into
account the specific requirements of the end users. The brief is to
develop Employers Requirements to a level of detail in the form of
drawings and specification appropriate to invite Competitive Tenders from
the Design and Build Specialist Contractors, taking into account the
specific specialist requirements of the End Users, the Hospital Trust and
the University of Birmingham with regard to equipment, service and
fittings. This will involve further consultation with these bodies. All
drawings are to take into consideration the requirements of the building
Regulations. In conjunction with the above the Structural Engineer is to
develop a structural design to Tender stage and to subsequently oversee
the Design and Build Specialist Contractors design.
The proposed site is currently closely bounded by existing high rise
hospital buildings which may be demolished in the future exposing the
external elevation of the proposed building. Design guidance relating to
the external elevations will therefore need to be incorporated into the
Employers Requirements. A Planning Application is to be prepared and
submitted by the appointed Design Team who will be required to develop
Elevations and Sections of a suitable design quality and using suitable
materials in consultation with and to the approval of all interested
parties. These drawings are to illustrate the required flues as necessary
to provide safe discharge from the Safety Cabinets, Clean Rooms, Fume
Cupboards etc. All other supporting documents and drawings will need to be
prepared by the appointed Design Team to the Local Planning Authority's
requirements sufficient to allow Planning Consent to be won. The design
should be to BREEAM standards or equivalent, adhere to the WRAP guidelines
for sustainability and comply with the University of Birmingham's energy
performance policy and Advantage West Midlands sustainability standards.
All necessary information, Risk Assessments etc is to be provided by the
appointed Architects at all stages as required under the Designers
responsibilities under the CDM regulations.

Tenderers that meet the minimum requirements as set out below will be
required to complete a consultants appraisal questionnaire part 1 & 2
available from the web-link detailed in I.1.
Minimum level(s) of standards possibly required: 1 insurances (appraisal
questionnaire section).
The architect/lead consultant must be in a position to have available for
the project and provide evidence of the following minimum levels of
insurance indemnity cover:
professional/Indemnity insurance in the sum of ten million pounds
10,000,000 GBP for any one occurrence or series of occurrences.
Public liability insurance in the sum of five million pounds 5,000,000 GBP
for any one occurrence or series of occurrences arising at the Services.
The architect/lead consultant will be deemed, by means of responding to
the invitation to tender, to have provided an understanding to maintain
insurance indemnity cover to at least the minimum levels set out above.
The major sub consultants must be in a position to have available for the
project and provide evidence of the following minimum levels of insurance
indemnity cover:
professional/indemnity insurance in the sum of five million pounds

used to bind documentation together should be as sustainable as possible
without detracting from the security and organisation of the
documentation.
You are therefore requested to avoid using metal based spiral binding or
combs or the use of materials that cannot be recycled such as acetates or
laminated card etc.
The university acknowledges that you may have concerns regarding the
presentation of your response and would assure you that the focus of the
Evaluation Team will be on the content of your submission.

operating on the university site shall be registered with or accredited by
CHAS as consultants or CDM coordinators the contractors health and safety

Tenderers must provide evidence of CHAS registration and accreditation on
application for CHAS registration being in progress, with anticipated date
for accreditation or equivalent accreditation approved by CHAS (you will
be required to provide confirmation from CHAS that any alternative scheme
is equivalent to the CHAS accreditation).
5 health & safety appraisal questionnaire section.
Tenderers must confirm that none of the following incidents have occurred
over the last 5 years:
