II.1) DESCRIPTION

Commercial Scale Mixed Plastics Recycling Trial.

II.1.5) Short description of the contract or purchase(s): The purpose of
this project is follow on from WRAPs previous work on mixed plastics by
assessing business case in detail for an integrated mixed plastics waste
management solution in the UK and demonstrate whether it is possible for
such an operation to be commercially sustainable in the UK.
This integrated solution would be comprised of a mixed plastics waste
recycling facility and a energy recovery from the residue of the recycling
process through Solid Recovered Fuel (SRF) or Combined Heat and Power CHP.
In addition this project aims to understand the role of Materials Recovery
Facilities (MRFs) in supplying mixed plastics waste for recycling, what
equipment and processes they need to put in place, and demonstrate whether
MRFs can handle mixed plastics in an economically sustainable way.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The work will include:
Trials to sort domestic co-mingled waste containing mixed plastics into a
stream of mixed (non-bottle) plastics in several MRFs across the UK,
Using material sourced from MRFs and retail take-back schemes. During the
trial the process must be thoroughly tested by processing at least 100
tonnes of mixed plastics, to demonstrate viability and if necessary
developed further to optimise its efficiency.
Detailed economic assessments of the commercial sustainability/business
case of:
Sorting a mixed plastics stream from a domestic co-mingled source in a MRF
and supplying to a recycling facility;
Supplying mixed plastics packaging waste from retail take-back schemes to
a recycling facility;
A recycling facility operating the optimum recycling process defined in
the trial phase;
Supply of the residue from the recycling process to an SRF/CHP operation
and thus provide an integrated waste management solution for mixed
plastics waste.

LOT NO 1
TITLE: MRF Processing Trial
1) SHORT DESCRIPTION: Trials to sort mixed plastics packaging waste
material from domestic co-mingled waste collections in several MRFs across
the UK, for at least 48 hrs in total. This must be provided by at least
one MRF that can already sort mixed plastics packaging waste and at least
one which cannot yet.

TITLE: Commercial scale recycling trial and management of residue
1) SHORT DESCRIPTION: Procurement of at least 100 tonnes of mixed
plastics packaging waste material from a MRF or several MRFs and at least
20 tonnes of mixed plastics packaging waste material sourced from retail
take back schemes.
Thorough and large scale process integration testing of a mixed plastics
recycling process based on process design B identified in the previous
project (MDP017), to demonstrate whether it is technically and
economically sustainable.

TITLE: Economic/financial assessment of the business case.
1) SHORT DESCRIPTION: A robust business case for an integrated mixed
plastics waste management solution is to be developed by evaluating the
risks and rewards.
This will include detailed assessments of the economic/financial
sustainability of...Sorting a mixed plastics stream from a co-mingled
source in a MRF and supplying to a recycling facility...Supplying mixed
plastics packaging waste from retail take-back schemes to a recycling
facility.
