II.1.5) Short description of the contract or purchase(s): North Tyneside Council (the Council) seeks a partner to deliver the Older People Homes for the Future project (the Project). The Project provides a unique opportunity, which will enable the Council to modernise all of its sheltered accommodation for older residents across the Council's area. The Project will require the successful bidder/partner to design construct and/or refurbish between 800 to 1 100 new build and existing homes and maintain those homes for the duration of the Contract. It is anticipated that the successful bidder/partner will also design and maintain the landscaped grounds of these homes together with providing cleaning services for the duration of the Contract. The Council is likely to make available additional sites to the successful bidder for the development of additional residential accommodation for the general population (Additional Homes). Housing management (tenancy services) will not be within the scope of the Contract as the Council anticipates that these will continue to be provided under existing arrangements. The Project will be delivered through the United Kingdom government's Private Finance Initiative (PFI). A requirement of the PFI programme is that the Contract's documents are compliant with the United Kingdom Treasury's guidance on the standardisation of Private Finance Initiative Contracts. The Project will be what is known as a Housing Revenue Account (HRA) scheme. This means that the Council will retain ownership of all of the refurbished and most of the new homes. However the Council does not anticipate that it will own the Additional Homes. The well-being of the Council's tenants is the top priority for this Project. The successful bidder/partner will be required to work in co-operation with tenants in the implementation and delivery of the Contract. In delivering the Project the successful bidder/partner will be required to actively participate in the achievement of community well being and positive outcomes for the tenants. The successful bidder/partner will also be required to actively participate in the achievement of social and economic growth and environmental and sustainability policy objectives which promote the borough of North Tyneside (and any adjacent areas) in the United Kingdom.
