SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Older People Homes for the Future.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.

Main site or location of works: North Tyneside.

II.1.3) The notice involves: A public contract.
II.1.4) Information on framework agreement: Estimated total value of
purchases for the entire duration of the framework agreement:

Range: between 200 000 000 and 350 000 000 GBP.
II.1.5) Short description of the contract or purchase(s): North Tyneside
Council (the Council) seeks a partner to deliver the Older People Homes
for the Future project (the Project). The Project provides a unique
opportunity, which will enable the Council to modernise all of its
sheltered accommodation for older residents across the Council's area.
The Project will require the successful bidder/partner to design construct
and/or refurbish between 800 to 1 100 new build and existing homes and
maintain those homes for the duration of the Contract. It is anticipated
that the successful bidder/partner will also design and maintain the
landscaped grounds of these homes together with providing cleaning
services for the duration of the Contract. The Council is likely to make
available additional sites to the successful bidder for the development of
additional residential accommodation for the general population
(Additional Homes). Housing management (tenancy services) will not be
within the scope of the Contract as the Council anticipates that these
will continue to be provided under existing arrangements.
The Project will be delivered through the United Kingdom government's
Private Finance Initiative (PFI). A requirement of the PFI programme is
that the Contract's documents are compliant with the United Kingdom
Treasury's guidance on the standardisation of Private Finance Initiative
Contracts.
The Project will be what is known as a Housing Revenue Account (HRA)
scheme. This means that the Council will retain ownership of all of the
refurbished and most of the new homes. However the Council does not
anticipate that it will own the Additional Homes.
The well-being of the Council's tenants is the top priority for this
Project. The successful bidder/partner will be required to work in
co-operation with tenants in the implementation and delivery of the
Contract.
In delivering the Project the successful bidder/partner will be required
to actively participate in the achievement of community well being and
positive outcomes for the tenants. The successful bidder/partner will also
be required to actively participate in the achievement of social and
economic growth and environmental and sustainability policy objectives
which promote the borough of North Tyneside (and any adjacent areas) in
the United Kingdom.

III.1) CONDITIONS RELATING TO THE CONTRACT

reserves the right to require deposits, guarantees, bonds or other forms
of appropriate security.

whom the contract is to be awarded: The Contracting Authority reserves the
right to require groups of contractors to take a particular legal form or
to require a single contractor to take primary liability or to require
that each party undertakes joint and several liability irrespective of the
form of the vehicle to be established.

contract is subject: Yes.
Under this project any SPV or private sector partner and its supply chain
will be required to actively participate in the achievement of social
and/or environmental policy objectives relating to recruitment and
training and supply chain initiatives and other similar initiatives.
Accordingly contract performance conditions may relate in particular to
social and environmental considerations.

Questionnaire (PQQ) are available (upon expressing an interest) from the

Submission of the completed PQQ will need to be made by 17:00 hours
(British Summer Time) on 22.8.2008.
The submission will be used to select a long list of up to six bidders who
will be invited to participate and submit a bid. A short list of, it is
envisaged, three bidders will be selected to further develop the bids
following which selection of a partner or partners will take place.

This notice is seeking expressions of interest and North Tyneside Council
may or may not decide to proceed with the procurement on the basis of
