1. This Invitation for Bids follows the General Procurement Notice for
this Project that appeared in Development Business, issue no. 688 of
October 16, 2006.
2. The Republic of Albania has received a credit from the Development
Partners (World Bank, European Investment Bank and the Council of Europe
Development Bank) toward the cost of the Education Excellence and Equity
Project, and it intends to apply part of the proceeds of this credit to
payments under the Contract for Procurement of Nature Science Laboratories
in Basic and Secondary Schools.
3. The Ministry of Education and Science of the Republic of Albania now
invites sealed bids from eligible and qualified bidders for:
Lot 1: Procurement of Chemistry Laboratories for Basic and Secondary
Schools
Description of Goods and Services; Physical unit; Quantity
1.1 Chemistry Laboratories for Basic Schools; piece; 30
1.2 Chemistry Laboratories for Secondary Schools; piece; 32
Lot 2: Procurement of Biology Laboratories for Basic and Secondary Schools

Lot 3: Procurement of Physics Laboratories for Basic and Secondary Schools

Bidders may bid for one or many lots. Evaluation and Contract Award will
be done on a lot-by-lot basis. The Goods and Services shall be completed
not later 10 weeks from the date of contract signing or opening of L/C.
4. Bidding will be conducted through the International Competitive
Bidding (ICB) procedures specified in the World Bank's Guidelines:
Procurement under IBRD Loans and IDA Credits, and is open to all bidders
from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Mrs.
Vjollca Merkaj, Head of Procurement Unit of the Ministry of Education and
Science, vmerkaj@mash.gov.al and inspect the Bidding Documents at the
address (1) given below from 10:00 AM to 4:00 PM, local time, from Monday
through Friday.
6. Qualifications requirements include: financial capability, experience
and technical capacity and usage requirements to Goods. A margin of
preference for eligible national contractors shall not be applied.
Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by
interested bidders on the submission of a written Application to the
address (1) below and upon payment of a non refundable fee of 100 US$ or
equivalent amount in Albanian Leke at the exchange rate fixed by the Bank
of Albania on the day of payment. The method of payment will be bank
transfer to the following account:

All banking charges and fees related to the bank transfer shall be for the
bidder's account. Cashier's and certified checks are not accepted.
The bidding documents may be collected by an authorized representative of
the bidder at the address (1) below upon presentation to the Procurement
Unit of the Ministry of Education and Science of the Republic of Albania
documents confirming payment of the non refundable fee to the above
account. The bidding documents may also be sent to the bidder by courier
at no additional charge to the bidder following the receipt by the
Procurement Unit of the Ministry of Education and Science of the Republic
of Albania of a written request quoting tender number MOES/ICB/G/001/08,
providing address of delivery, contact details, and document confirming
payment of the non refundable fee to the above account.
8. Bids must be delivered to the address (1) below on or before 04
September 2008, at 12.00 p.m. hours, local time. Electronic bidding will
not be permitted. Late bids will be rejected. Bids will be opened in the
presence of the bidders' representatives who choose to attend in person at
the address (2) below on 04 September 2008, at 12.00 p.m. hours, local
time. All bids must be accompanied by a Bid Security in amount of
Lot 1: 5 000 US$
Lot 2: 12 000 US$
Lot 3: 20 000 US$
or an equivalent in a freely convertible currency.
