II.1.4) Short description of the contract or purchase(s): In February
2006 the government published a new research and development strategy for
the NHS best research for best health. This has the key aim of
establishing the NHS as an internationally recognised centre of research
excellence through supporting outstanding individuals, working in
world-class facilities, conducting leading edge research focused on the
needs of patients and the public.
The National Institute for Health Research (NIHR; see www.nihr.ac.uk) was
launched on 1.4.2006 to provide the framework through which we will
position, manage and maintain the research, research staff and
infrastructure of the NHS in England. Its work will focus on meeting the
needs of the research community, patients and the public.
The information systems programme of the NIHR is tasked with delivering
new, integrated systems which will:
Provide portal services that support electronic, forms based workflow;
Provide comprehensive information for researchers, research managers and
other stakeholders;
Support the research networks that are being established as part of the
new strategy;
Develop an information systems strategy and implement systems to underpin
the NIHR.
NIHR will be working closely with the UK clinical research network (UKCRN)
on these initiatives.
NIHR is seeking to establish agreements with one or more suppliers, to
provide consultancy support for NIHR's information systems programme in
relation to the Lots described below.

expiry of the standstill period. Such additional information should be

If an appeal regarding the award of a contract has not been successfully
resolved, the Public Contracts Regulations 2006 provide for aggrieved
parties who have been harmed or are at risk of harm by a breach of the
rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within 3
months).
