SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Cross London
Rail Links Limited (CLRL) is currently a joint venture company owned by
the UK Department for Transport and Transport for London (TfL). Ownership
of CLRL will in due course transfer wholly to TfL. The Crossrail Bill was
enacted on 22.7.2008 when it completed all the Parliamentary stages and
received Royal Assent to become The Crossrail Act (2008). The Department
for Transport made an Order to appoint CLRL the Nominated Undertaker for
the Crossrail works on 25.7.2008. The Order transferred to CLRL the powers
to gain the necessary consents and build a new, major passenger railway
through London and South East England. The award of the Framework
Agreement will include provisions allowing TfL, and its group companies,
and Network Rail to procure works under the Framework. This Framework
covers, the demolition works in support of the Crossrail Enabling Works as
detailed within Section II.2.1 of this Notice.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: This Framework will consist of the
following categories: Category A – Demolition Works (No Rail Interface)
and Category B – Demolition Works (Rail Interface).
Both these categories will involve the demolition of structures in an
urban environment whether industrial, offices, retail, residential or
other structures. A significant portion of the works will be carried out
close to or over live Network Rail and London Underground assets.
The works entail the safe removal of asbestos and other hazardous
materials, disposal and/or recycling of materials and debris, making the
site safe at completion of the works, including provision and maintenance
of any temporary supports, shoring, propping and the like whether required
during the demolition works or required to remain in place after
demolition works have been completed.
Interested parties may respond to both categories.

II.2.2) Options: Yes.
Description of these options: The Framework will include the option to
extend the duration for a further 12 months or until the completion of the
works.

III.2.1) Personal situation of economic operators, including requirements

Applicants must complete a Pre-qualification Questionnaire.
Applicants are initially required to express an interest by registering on
the Crossrail eSourcing Portal (www.crossrail.bravosolution.com).
Registration is only required once.
Registering: Applicants should browse to the eSourcing portal and complete
the following:
a) Click the 'Click here to register' link.
b) Accept the terms and conditions and click 'continue'
c) Enter your business and user details
d) Note the username you choose and Click 'Save' when complete
e) The applicant will then receive an email with your unique password.
Access to the Pre-Qualification Questionnaire (PQQ):
a) Login to the Crossrail eSourcing Portal with your unique Username and
Password
b) Click on the 'PQQs Open to All Suppliers' link
c) Click on the Pre-qualification Pack entitled 'Demolition Works
Framework - Agreement 2127'
d) Click the 'Express Interest' button in the 'Actions' box on the left
hand side of the page (this will move the Pre-qualification pack into your
'My PQQ' page) This is a secure area for your projects only.
e) Click on the PQQ code. You can now access any attachments by clicking
the 'Settings and Buyer Attachments' in the Actions box.
f) Download the documents relating to the Pre-qualification Questionnaire.
Click 'Attachments' on the left hand side. The number in brackets refers
to number of documents that need to be downloaded. Click on the bold and
underlined filename. Select 'Save' and store on your PC.
Responding to the Pre-qualification Questionnaire.
a) The applicants must now choose 'Reply' or 'Reject' (Please give a
reason if rejecting)
b) The applicant can now use the Messages functions to communicate with
Crossrail and seek clarification.
c) Please note the deadline for completion (see section IV.3.4 of this
notice) NB. Please note that this is a precise time and the eSourcing
portal will reject your Pre-qualification Questionnaire submission if it
is submitted after this time.
d) Applicants should click 'Publish' when they wish to submit the final
completed Pre-qualification Questionnaire.

Contractors All Risks Insurance: 25M GBP for any one incident without
limit on the number of incidents or reduction in cover.
Public Liability Insurance: 25M GBP for any one incident without limit on
the number of incidents or reduction in cover.
Employers Liability Insurance: 10M GBP for any one incident without limit
on the number of incidents or reduction cover.
Professional Indeminity Insurance: 5M GBP for any one incident without
limit on the number of incidents or reduction in cover.
Interested parties should note that contractual insurance requirements may
vary for specific packages of work.

lodging appeals: CLRL will incorporate a minimum 10-calendar-day
standstill period at the point information on the award of a Framework

tenderers to seek further debriefing from the contracting authority before
