II.1.4) Short description of the contract or purchase(s): Hull Teaching
Primary Care Trust seeks tenders to engage the people of Hull in a
citywide 'Listening' exercise on their needs, wants and aspirations for
health and healthcare services. SCOPE OF THE TENDER In line with best
practice for consultations the work will be in two stages, and we are
inviting tenders to provide a model of how the following can be achieved.
Stage One - Pre-engagement activity This stage will identify the direction
and questioning for Stage Two. 1.To work in partnership throughout both
stages of the Listening Exercise with the PCTs Listening Exercise Project
Manager and through this post the staff of the PCT. 2.To provide
opportunity to recruit to the PCT membership through both stage one and
stage two of the project. 3.Objectives and methods to be used as deemed
appropriate to achieve the goals for stage two. 4.To cover all
geographical areas of Hull and include seldom heard groups e.g. Children
and Young People, Black Ethnic Minority Groups, Migrant workers and
Carers. 5.To use an open questioning approach to identify factors that are
true concerns and/or aspirations for health and health care services of
Hull people. 6.To take into account the views and national
requirements/targets of PCT staff and identify synergies and contentions
between the two stakeholders groups. 7.To use both quantitative and
qualitative approaches. 8.To produce a report identifying recommendations,
in partnership with the Project Manager, for stage two of the project. In
addition, undertake to present the findings to key stake holders as
identified by the PCT. 9.Equality and Diversity monitoring data will be
collected for all participants, in include, age, gender, postcode,
ethnicity and faith. 10.Develop a market strategy in consultation with the
Steering Group 11.Develop a promotional leaflet and branding which
incorporates an easy, quick way to respond to the consultation questions.
2.2 Stage Two Objectives and Methods 1.To undertake the Listening exercise
using face-to-face interviews as far as possible using locally sourced
interviewers. 2.To participate in steering group meetings in order to
speedily produce the finalised questionnaire, which will be largely based
on the findings from stage one of the activity. 3.To deliver the completed
documentation to the Patient & Public Involvement Team based at Hull PCT
head office. 4.To ensure that personnel undertaking interviews have
appropriate Criminal Records Bureau clearance and are covered by
appropriate insurance, etc. 5.To represent a balanced view of the findings
ensuring that all views are heard and represented. 6.To undertake the
analysis of the findings and produce a summary report detailing the
methodologies which have been followed in fulfilling the survey, as well
as providing detailed information on the survey response rate. 7.To
maintain confidentiality and have due regard to individual rights of
participant interviewees. 8.To use appropriate methodology to identify
those from hard to reach groups. 9.To engage in innovative approaches, in
partnership with the PCT to achieve the best outcomes possible. 10.To
provide translation services as needed for successful provision of the
sample. 11.To engage with community groups in order to ensure constructive
relationships and to assist in the identification of the sample.
