II.1) DESCRIPTION

Investment into the South West Food and Drink Sector.

of Scilly, Devon, Somerset, North and South Gloucestershire, Bristol,
Wiltshire and Dorset.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The South West
of England Regional Development Agency (Agency), and South West Food and
Drink Limited (SWFD) intend to appoint consultants to instigating a series
of activities to assist in achieving the vision of improving the
competitive position of the food chain within the South West. Expressions
of interest are sought from consultants with relevant experience to
develop a structured and sustainable approach that enables small to medium
enterprises, (SMEs) Food and Drink businesses to increase productivity and
efficiency and have access to new markets - regionally, nationally and
internationally. (Where applicable, activities must alight to the Business
Support Simplification programme; UK Trade & Investment; Innovation
funding and/or any other collaborative organisation or initiative as
relevant). Three separate Lots have been identified: Lot 1: Accessing
Markets and Business Growth Lot 2: Product Innovation and productivity
Improvement Lot 3: Development of sustainable food chains, addressing
distribution challenges Suppliers can opt to bid for any lot(s) or may
also submit a combination bid covering more than one (or all) lots.

TITLE: Accessing Markets and Business Growth
1) SHORT DESCRIPTION: Provision of support to enable businesses to
achieve the best markets to suit their growth plans, identifying
techniques to access regional, national and international markets. To
facilitate sustainable business growth, collaboration and fostering good
business practice with companies that span the SW regional area.

TITLE: Product Innovation and productivity Improvement
1) SHORT DESCRIPTION: Assisting Small to Medium Sized Enterprises (SME’s)
to have access to specialist advice, possibly through Universities or
research establishments, in order to improve productivity and innovation
with in the South West of England.

3) QUANTITY OR SCOPE: The scope of the contract is detailed in the
prospectus. The funding figures below (grant) are based upon the contract
term, and are up to this amount.

LOT NO 3
TITLE: Development of Sustainable Food Chains & Addressing Distribution
Challenges
1) SHORT DESCRIPTION: Enabling all Small to Medium Sized Enterprises
(SME’s)in the food supply chain to understand the changes in consumer
demand. Develop strong supply chain relationships to improve flexibility,
responsiveness and collaboration. Ensure that the supply chain links are
practical and sustainable. Identify gaps, join up links and routes to
markets. Identify successful case studies and best practice. Develop
financially viable distribution models.

VI.3) ADDITIONAL INFORMATION: Interested bidders need to obtain a PQQ by
sending an email to denise.blackmore@southwestrda.org.uk. Alternatively,
these documents may be requested in writing, or by downloading from
www.southwestrda.org.uk. All communications in relation to this
procurement will be conducted in English and any contract ultimately
awarded will be a contract made in English Law and subject to the
exclusive jurisdiction of the English Courts. The South West of England
Regional Development Agency reserves the right not to establish any
agreement or award any contract as a result of this notice and not to
proceed with this competition at any stage of the procurement process. In
addition, it shall not in any event whatsoever be responsible for any
costs incurred by any candidates responding to this notice. If any
candidate considers that any information supplied by it is commercially
sensitive or confidential in nature, this should be highlighted and the
reasons for its sensitivity as well as the duration of its sensitivity
specified. Candidates should be aware even where they have indicated that
information is commercially sensitive, the South West Regional Development
Agency may be required to disclose it pursuant to the Freedom of
Information Act 2000 in response to a request where such disclosure is
considered to be in the public interest. Please note that the receipt by
the South West of England Regional Development Agency of any material
marked “Confidential” or equivalent should not be taken to mean that the
South West of England Regional Development Agency accepts any duty of
confidence by virtue of that making.
VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: SWRDA will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to candidates. This period allows unsuccessful candidates to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have 2 working days from the notification of
the award decision to request additional debriefing and that information
has to be provided a minimum of 3 days before the expiry of the standstill
period. Such additional information should be requested from the contact
point stated in this notice. If an appeal regarding the award of a
contract has not been successfully resolved the Public Contract
Regulations 2006 (SI 2006 No. 5) (as amended) provide for aggrieved
parties who have been harmed or are at risk of harm by a breach of the
rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the Court may order
the setting aside of the award decision or order the authority to amend
any document and may award damages. If the contract has been entered into
the Court may only award damages.
