II.1.4) Short description of the contract or purchase(s): The contracting authorities sought an innovative private sector partner or partners to participate and invest in a new Public Private Partnership vehicle (a "Local Education Partnership" or "LEP") to be established jointly with some or all of the contracting authorities. The LEP will provide (or arrange for the provision of) "Partnering Services", which will include (but not be limited to) the development of a strategic investment programme for some or all of the following: (a) educational facilities (which will include secondary schools and may include primary schools, academies, trust schools and other places of primary, secondary and tertiary education and may also include pre-school facitities); (b) other children’s services facilities (including but not limited to children's homes, Surestart facilities, after school club facilities, youth clubs etc.); (c) community facilities that support educational outcomes (such as but not limited to co-location and integration of key services such as education, social services, children’s services, health care services etc); (d) accommodation for adult education and for SEN education; (e) leisure facilities (including but not limited to swimming pools, sports facilities, leisure centres etc); (f) community facilities whether co-located with any of the above facilities or freestanding (including but not limited to halls, drop in centres, crèches; sheltered workshops, ‘easy in – easy out’ offices and workshops etc.); (g) social service facilities (including but not limited to sheltered accommodation, day centres etc.); (h) office and other accommodation for any contracting authority; (i) the rationalisation of the operational, commercial and industrial estate of any contracting authority; (j) facilities for health and other community services (together the "Relevant Facilities") in the contracting authorities' area.
