SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Sewer cleansing and sewer survey at Line Wall Road and Rosia Road.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category: No 16.
Main place of performance: Gibraltar.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Desilting and
cleansing of the upstream section of the Line Wall Road trunk sewer
including disposal of material to an approved licensed disposal facility
outside Gibraltar and subsequently carrying out a colour sewer condition
survey.
II.1.6) Common procurement vocabulary (CPV): 90111100, 90111300,

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Cleansing works required to remove all
silt, fat, grit, sewage sludge and general debris etc from the sewer and
carry out a subsequent colour sewer condition survey. The economic
operator will be responsible for locating and arranging for the use of an
approved licensed disposal facility outside Gibraltar.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
days: 140 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: No deposits or guarantees at
this stage.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Terms of payment
will be strictly in pounds sterling (GBP) and as contained the contract
documents.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Precise information of the legal form
taken by the grouping is required. In case of a consortium a legal entity
will have to be formed before entering into a contract.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
The Contracting Authority does not bind itself to awarding the tender to
the lowest or any tender received and does not accept any liability
whatsoever for any cost or expenses incurred in the preparation of the
tenders whether or not successful.

formalities necessary for evaluating if requirements are met: 1.
Certificate of registration issued by authority administering the official
lists of the appropriate professional or trade register(s). 2. A separate
certificate issued by the relevant competent authorities attesting that
the economic operator has fulfilled its obligations relating to the
payment of Social Security contributions and taxes under law of the
relevant State in which the economic operator is established.

necessary for evaluating if requirements are met: 1. Audited accounts for
the past 3 financial years statement from banks or evidence of relevant
professional risk indemnity.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: 1. Professional qualifications and CVs
of the team who would be involved in the provision of the service
including any sub contractors. (Minimum acceptable levels of standards:
CCTV Surveyor Certification; High Pressure Jetting operator certification;
Defect coding to recognised standards as identified in the tender
documents; Traffic Management Certification. 2. A statement of the service
provider's professional staff complement. 3. Statement showing the service
provider's planning and programming approach, Quality Assurance
procedures, IT capability and resources capability. 4. A copy of the
Health and Safety policy including an authenticated statement recording
statistics on their safety records over the last 3 years. 5. Evidence of
recent and relevant experience in the field of sewage cleaning and sewer
surveys. 6. Copies of economic operator's standing Environmental Policy.
