SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Framework Arrangement for National Testing of TETRA Communications System.

single operator.
Duration of the framework agreement: Duration in year(s): 4
Justification for a framework agreement, the duration of which exceeds
four years: 4 years with an option to extend by up to an additional 2
years. Justification: To alleviate logistical factors, the heavy workload
that is expected in the run-up to the 2012 Olympic Games, and to support
the monitoring of the National Police Radio Service, which is in place
until 2020.
Estimated total value of purchases for the entire duration of the
framework agreement:

Range: between 800 000 and 2 500 000 GBP.
II.1.5) Short description of the contract or purchase(s): The National
Policing Improvement Agency (NPIA) has a requirement for an independent
method for testing service elements of a TErrestrial Trunked RAdio (TETRA)
based communications system deployed throughout England, Wales and
Scotland. The elements requiring to be tested include functionality,
performance and radio coverage.
The requirement is for a range of services including equipment supply,
data collection, analysis of data collected and reporting of results. Data
may only be obtained via TETRA compliant radio terminals approved for
connection to the network. Ideally, the data collection system should be
able to interface with a number of manufacturers’ TETRA terminals.
The requirement is to provide a Framework Arrangement under which the
testing requirements can be called off by the NPIA or other emergency
services. A valid third party TEA2 licence will be required to operate
TETRA terminals on the network, and any award of a Framework Arrangement
would be subject to the successful tenderer acquiring such licence and
maintaining such licence for the term of the Framework Arrangement.
Some of the parameters and data to be logged and extracted include, but
not limited to, RSSI, Voice Quality grading, call set up time, data
performance including data latency.
It is a mandatory requirement that the successful tenderer’s staff
directly associated with undertaking the work will have to successfully
undergo security clearance under the Government Vetting Scheme to a
minimum of SC level and Non-Police Personnel Vetting (NPPV) level prior to
their direct involvement in the Framework Arrangement.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or

whom the contract is to be awarded: No special legal form required, but
each service provider supplier will be required to become jointly and
severally responsible for the contract before acceptance.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
The prospective supplier may not be in any of the situations described in
article 29 of Directive 92/50/EEC.
It is a mandatory requirement that the successful tenderer possess a valid
and current TEA2 third party licence for the duration of the Framework
Arrangement.
It is a mandatory requirement that the successful tenderer’s staff
directly associated with undertaking the work will have to successfully
undergo security clearance under the Government Vetting Scheme to a
minimum of SC level and Non-Police Personnel Vetting (NPPV) level prior to
their direct involvement in the Framework Arrangement.
In view of the need for independence and objectivity, the successful
tenderer, or any subsidiary or parent company of the successful tenderer,
shall not for the duration of the Framework Arrangement be a current
service provider of the Airwave network nor be a supplier of the core
network infrastructure to the current service provider of the Airwave
network.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements

Section or has not supplied such information; (h) has been the subject of
a conviction for participation in a criminal organisation, as defined in
Article 2(1) of Council Joint Action 98/733/JHA; (i) has been the subject
of a conviction for corruption, as defined in Article 3 of the Council Act
of 26.5.1972 and Article 3(1) of Council Joint Action 98/742/JHA3
respectively; (j) has been the subject of a conviction for fraud within
the meaning of Article 1 of the Convention relating to the protection of
the financial interests of the European Communities; (k) Name, address,
telephone, fax and contact point; (l) Status (sole trader, partnership,
private or public company) and length of time trading; (m ) Names of any
parent or holding company and other subsidiary companies within the group
(if applicable).
