SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
UK-Glasgow: managing organisation for the community linking programme.
II.1.2) Type of contract and location of works, place of delivery or of

II.1.5) Short description of the contract or purchase(s): The DFID White
Paper stated, among other commitments, that DFID would set up a scheme to
help groups that could include faith groups, community groups, local
government, business and charitable organisations, to build links with
developing countries. The Community Linking Programme, with a budget of
GBP 3 000 000 over 3 years, is designed to support development awareness
arising from broadly-based, cross-sectoral links between communities in
the United Kingdom and communities in developing countries. DFID is now
seeking Expressions of Interest from suitably qualified Service Providers
to manage the programme. The successful Service Provider will be
responsible for (but not limited to); i. assessing the impact of best
practice to help shape the implementation of the programme; ii.
identifying, selecting and supporting new and existing community links;
iii. appraisal of grant proposals and disbursement of funds; iv.
dissemination of good practice, peer learning and networking. The contract
is expected to start in December 2008 and will be for an initial 3 year
period, with the possibility of an extension of up to two years subject to
performance and a continuing need. Draft Terms of Reference and

required at Expression of Interest stage, however once required prices
must be quoted in GBP and all payments under the contract will be made in
GBP. DFID reserves the right to annul the process and not to award the
contract.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The contract may be extended up to a full 5
year term, subject to satisfactory performance and a continuing need.
Where circumstances require an extension beyond the full term, DFID will
consider doing so by means of the Negotiated procedure providing the
necessary conditions can be met. Expression of Interest should be in the
form of a Capability Statement of no more than four A4 pages
demonstrating; i. experience of community linking schemes and the
challenges they face; ii. demonstrable understanding and experience of
development education and development awareness issues in the UK. an
understanding and awareness of current levels of knowledge of the UK
public about these issues and the means of communication that works to
educate people about global issues is desirable; iii. experience of
undertaking appraisal of grant proposals; iv. ability to maintain quality
control over the assessment and appraisal process; v. ability to collect,
analyse and disseminate information on the learning experiences of
partnership links; v. ability and capacity to provide training and support
to community linking schemes in all regions and sectors of society in the
UK; vii. ability to provide a diverse team, especially in terms of gender,
ethnicity, professional background; viii. ability to evaluate and accept
input from southern partners in community linking schemes; ix. ability to
work within very strict timeframes in necessary as is excellent document
management and a proven track record in programme and financial management
of a multi million pound budget; x. financial control systems that will
satisfy DFID's accounting and auditing standards. In addition to the
Capability Statement we require the completed Application Form and
abridged CV's. Expressions of Interest can be submitted by post, fax or
electronically. DFID procurement policy states that service providers who
are involved in any capacity in the design of a project cannot be invited
to compete for the follow-on implementation phase (design includes
feasibility studies, drawing up terms of reference for the implementation
phase, pre-appraisal and any other preparatory work for the project). DFID
will not reply to EoIs unless shortlisted for the project). DFID will not
reply to EoIs unless shortlisted for Invitation to Tender. Details of
shortlistees will be posted on the DFID website in due course. All Uk
development aid has been untied since April 2001 which allows suppliers
from anywhere in the world to bid for DFID contracts.
