II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Lot 1 Approximately 5 000 units
throughout Lincolnshire Lot 2 Approximately 2 500 units covering
Nottinghamshire, Leicestershire & Northamptonshire The Employer is seeking
to appoint suitably qualified partner(s) to service and maintain various
appliances, primarily gas with possibly a small number of oil & solid
fuel, to include the service and testing of smoke alarms and co detectors.
The Employer requires a collaborative approach, customer focused service
with year on year improvement utilising KPIs.
Estimated value excluding VAT:
Range: between 2 000 000 and 4 125 000 GBP.
II.2.2) Options: Yes.
Description of these options: The contract will be for 3 years with an
option to extend for a further 2 years under the same terms and
conditions. The 2 year extension will be awarded on the basis of
satisfactory performance measured against the previously referred to KPIs.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
1.4.2009. Completion: 31.3.2012.

TITLE: Nottinghamshire Leicestershire & Northamptonshire
1) SHORT DESCRIPTION: An all inclusive fully comprehensive contract.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Details of any bonds etc will

reference to the relevant provisions regulating them: Details will be set

The Employer (Landlord) complying with Regulation 36 of the Gas Safety
(Installation & Use) Regulations 1998 as amended.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: All
conditions to participate will be set out in the PQQ and bidders will have
to demonstrate their experience with similar contracts. Additionally, the
UK Public Contracts Regulations 2006 (S.I 2006 No 5) Regulation 23 will
apply.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: Financial evaluation
will be part of the PQQ.
Minimum level(s) of standards possibly required: It is requested that
service providers with a minimum turnover of £ 1 000 000 per annum apply.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Membership of a class of persons
approved by the HSE (currently CORGI - changes to be incorporated from
1.4.2009) is mandatory along with all the appropriate ACS assessments. The
PQQ will examine the full managerial, administrative, technical &
logistical capacity of the bidders in order to establish their suitability
to effectively carry out the tasks required by the contract.
Minimum level(s) of standards possibly required: The ability and capacity
to provide a 24/7 365 days a year service.
III.2.4) Reserved contracts: No.
III.3) CONDITIONS SPECIFIC TO SERVICES CONTRACTS
III.3.1) Execution of the service is reserved to a particular profession:
Yes.
Membership of a class of persons approved by the HSE (currently CORGI -
changes to be incorporated from 1.4.2009) is mandatory along with all the
appropriate ACS assessments.
SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 6. Maximum number: 8
Objective criteria for choosing the limited number of candidates: From the
PQQ submission a list of bidders will be chosen for the ITT (minimum 4
maximum 8 for both Lots). Bidders chosen for the ITT may be subject to
site visits during the ITT stage. Following the tender return the most
economical bidders maximum 6 will be invited to the panel interview.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated below:
1. Quality. Weighting: 60.
2. Price. Weighting: 40.
