SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting entity: 380
kV underground cable system.

specified by the contracting entities.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Essent intends
to award a contract for an underground 380 kV cable system to connect its
Claus C plant in Maasbracht, The Netherlands to the Dutch national
electricity grid. This is required as part of Essent’s Claus C project
which comprises the building of a new daily start/stop 1 280 MWe CCGT
plant. Works under the contract concerns the provision of design,
manufacturing, delivery, transport, construction works, assembly and
commissioning activities. The required underground 380 kV cable system
consists of 3 circuits of three single phase cables each with a solid
aluminum core, XLPE-isolation, copper shield, lead sheathing and PE-outer
sheathing, a number of auxiliary cables and eighteen cable sealing ends.
The application of cable sleeves is not allowed. The assembly of cable
sealing ends must pass IEC-type testing successfully. The required
transport capacity is 375 MVA per circuit, and the minimum required short
current amperage is 63 kA/sec. The cable is routed along a distance of
about 1 100 m through arable land and meadows, crossing several dust and
asphalt roads as well as a cooling water channel, for which a sag pipe or
inverted syphon must be supplied. Commissioning shall be completed on
1.6.2010. Contracted works shall be performed on a lump sum EPC basis.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: At contract award a
performance bond of 10 % of the contract value must be provided as a bank
guarantee of a first class EU bank with an office in The Netherlands and,
if applicable, a parent company guarantee. Further details in the

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: 1.
Participant shall prove recent technological knowledge, experience and
references with respect to the realisation of similar works of comparable
size relative to the lot or lots for which it applies. Participants
turnover for similar works in past 3 years to exceed 25 Million Euro each
year. 2. Correct registration in the commercial register. 3. Participant
shall not be in one of the positions as referred to in Article 45 of the
directive 2004/18/EC. 4. Participant must have a Safety Checklist
Contractor (SCC, Dutch "VCA*/**") certificate, or OHSAS 18001 certificate
or another equivalent certificate. Individual personal safety
certification (SCC, VCA or equivalent) is required for all staff on site.
5. The solvability and the financial strength of the participant shall be
adequate. The same applies for parent companies of the participant, if
applicable. 6. Participant shall demonstrate that it's quality assurance
system is certified according to ISO9000, or equivalent.
