SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
UK-Pewsey: the provision of vocational education and training services to
ag corps (staff and personnel support) military administration apprentices
in the UK and other locations.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category No 24.
II.1.4) Short description of the contract or purchase(s): Adjutant
General's Corps (Staff and Personnel Support) (AGC(SPS)) Military
Administrators commence their Phase II trade training at the Staff and
Personnel Training School (SPSTS) at Worthy Down and continue their
training in the Field Army. The apprenticeship would be commenced at
Worthy Down and completed within the Field Army. The forecast of planned
throughput of learners for 08/09 is 240. Using historical data, the age
range breakdown is likely to be approximately: Age 16-18 - 13 %, Age 19-24
- 48 %, Age 25+ - 39 %. These figures cannot be guaranteed by the
Authority. On successful completion of their Phase II trade training,
learners are posted to a large number of locations within the Field Army.
An appropriate delivery model will involve completion of key skills and
ERR, delivery of underpinning knowledge and commencement of the NVQ
portfolio during Phase II trade training, followed by completion of the
NVQ during the first 6 months of Field Army duty. This will be supported
by an SPSTS workplace training booklet. Apprenticeship delivery will
therefore be centralised at Worthy Down with Field Army apprenticeship
activities supported by military personnel. The requirement covers the
delivery of a new programme for Military Administrators comprising of an
Apprenticeship for IT Users. Delivery will be through a sub-contractor
under the Single Army Contract funded by the Learning & Skills Council. In
particular, the contractor would be required to deliver the following: a.
Appropriate units from the NVQ Level 2 for IT Users (ITQ) to meet
Framework requirements. b. Key Skills appropriate to the Apprenticeship
Framework being delivered. c. Employment Rights and Responsibilities d.
Any future Technical Certificate requirement of Framework. Currently there
is no requirement. The contract would be for a period of up to 3 years.
The following specific information should accompany an expression of
interest: a. A description of the company structure and scope of
operation, supported by appropriate company literature. b. Previous
experience with regard to LSC Work-Based Learning, with emphasis on
Apprenticeships. Quantitative figures including numbers of learners,
completion and success rates. c. Evidence of technical capacity and
experience of delivering training services (not necessarily solely in the
military environment). The issue of maintaining quality of delivery over a
widely dispersed learner population must be addressed. d. Evidence of the
ability to finance a significant operation and provide sufficient staff
resources to ensure a high quality of delivery. This should include a
typical staff qualification profile. e. A copy of the company's audited
accounts for the last three years. f. Evidence of working with the Armed
Services on distributed learning or a clear understanding of the issues
involved. Examples of support in outreach centres All companies invited to
