III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: A statement of overall
turnover in respect of the goods to which the contract relates for the
previous three financial years and if required, by City Building (Glasgow)
LLP tenderers should submit proof of their financial standing in respect
of copies of audited accounts and annual reports for the last 3 years of
trading as submitted to the Inland Revenue. Failure to submit such
accounts including, but not restricted to, balance sheet, profit & loss
account or income & expenditure account, may result in exclusion from this
and/or other contracts.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Tenderers should, provide details of
similar contracts undertaken by them of similar value, submit names and
addresses of such organisations to whom references may be made, provide
details of their organisational and support structure, demonstrate their
ability both technical and organisational to deliver the contract and
provide assurances that all personnel employed in the servicing of the
contact are sufficiently qualified, experienced, trained and competent in
their duties.

IV.1.1) Type of procedure: Accelerated restricted.
Justification for the choice of accelerated procedure: The accelerated
procedure has been used to support City Building (Glasgow) LLP following a
revision of client specification(s), whereby the procurement process must
be completed urgently in order to provide the successful tenderer(s) with
sufficient lead times to meet City Building (Glasgow) LLP’s client
demands.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged number of operators 20
Objective criteria for choosing the limited number of candidates: A PQQ
will be used to assess the financial, technical and operational capacity
of applicants. The number of applicants invited to tender will be
dependent upon the extent and calibre of the expressions of interest
received.

VI.2) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU

VI.3) ADDITIONAL INFORMATION: Items stated in the ITT will be typical
examples provided as a guideline only. Items stated are not exhaustive and
additional, alternative and associated items will be required throughout
the term of the contract which may impact on the projected value of the
contract. Quantities stated in the ITT, will be in every respect, based on
historical or projected annual requirements at time of issue and may be
increased, decreased, suspended or terminated at any time throughout the
term of the contract which may impact on the projected value of the
contract. The complete contract may be extended to Glasgow City Council,
City Building (Contracts) LLP and other associated organisations and as
such additional related items may be required by all or any of the
aforementioned organisations throughout the term of the contract which may
impact on the projected value of the contract. Any contract arising from
the notice will be Governed by the Laws of Scotland. City Building
(Glasgow) LLP can assign novate or otherwise dispose of it's rights and
obligations under this agreement to any other body (including but not
limited to any private sector body) which substantially performs any
function previously performed by City Building (Glasgow) LLP. City
Building (Glasgow) LLP reserves the right to annul the process and not
award the contract.
VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Precise information on deadline(s) for lodging appeals:
City Building (Glasgow) LLP will incorporate a minimum of 10 calendar day
standstill period at the point of information on the award of the contract
is communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from City Building (Glasgow) LLP before the
contract is entered into. Applicants have two working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before the
expiry of the standstill period. Such additional information should be
required from the address in part 1.1 and Annex A1 of the Contract Notice.
If an appeal regarding the award of contract has not been successfully
resolved The Public Contracts (Scotland) Regulations 2006 (SSI 2006 No.1)
provides for aggrieved parties who have been harmed or are at risk of harm
by a breach of the rule to take action in the Sheriff Court or Court of
Session. Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the Court may order
the setting aside of the award decision or order the authority to amend
any document and may award damages. If the contract has been entered into
the Court may only award damages.
