II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Avinor AS own
and operate the 46 public airports and the entire air navigation services
in Norway. All the shares are owned by the government c/o the Ministry of
Transport and Communications.
Avinor AS is organised into an air navigation services division and three
airport divisions. Each division is managed by a director who reports to
the managing director. The head office is situated in Oslo. The group has
approx. 3 400 employees. The group's operating income was approx. 6 600
000 000 NOK in 2007.
The largest subsidary company in the group is Oslo Lufthavn AS which
operates the airport at Gardermoen. The other subsidary companies in
Avinor AS are Avinors Parkeringsanlegg AS, Flesland Eiendom AS, Værnes
Eiendom AS and Sola Hotel Eiendom AS. The last four do not have any
employees. Oslo Lufthavn AS owns the shares in Oslo Lufthavn Eiendom AS.
Avinor AS would, on behalf of the entire group, like to recieve tenders
for external assistance from insurance brokers or consultants for advice
about insurance strategy and assistance with entering into and follow up
insurance contracts (including various liability insurance such as
aviation, property damage, vehicle etc.).
The contract period will be for 3 years with an option for Avinor for a
further 1+1 year.
The contract will be based on a negotiated procedure with a
prequalification of service providers.

justifiable reason. A justifiable reason is to be in accordance with the
Public Procurement Regulations from 7.4.2006, no. 402 § 22-1.
