II.1.4) Short description of the contract or purchase(s): The UK
Department for International Development (DFID) is seeking Expressions of
Interest (EoIs) from Service Providers (SP) to manage the Nigeria Growth
Challenge Fund (NGCF). The aim of NGCF is to support the private sector
(incl. business associations, trade unions and the business media) access
critical technical assistance to enhance their capacity to effectively
advocate for a pro-business enabling environment and monitor Government's
reform efforts. NGCF assistance will primarily be disbursed through a
Challenge Fund, and through direct commissions for projects that are felt
to be warranted but which are unlikely to attract proposals. The challenge
fund will, therefore, need detailed criteria and application processes to
assess proposals from organisations. The SP will ensure that awards from
the challenge fund are made in a transparent and fair manner against laid
down criteria. The SP will be overseen by a Board who will be responsible
for taking strategic decisions and setting a broad agenda for the Fund.
The Board's responsibilities include but are not limited to determining
the policies and funding priorities of the funds; approve the funds manual
of procedures, ensure the efficacy, efficiency and financial probity of
the funds, including commissioning external evaluations and audits. The
Board will consist of a cross section of the public sector and private
sectors and will be approved by DFID. The SP will be responsible for all
the operations of the funds, including but not limited to: marketing,
outreach and public information; design and operation of award application
and assessment procedures; assessing applications against criteria
approved by the Board; concluding award agreements with successful
applicants; disbursement of awards; monitoring of awardees; proposing
rules and procedures for approval by the Board; keeping accurate records
of disbursements and financial reporting; maintaining a website and
identifying and sharing lessons. Foreign economic-aid-related services.
