SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Purchase of fuel oil and fuel.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Supplies.
Purchase.
Main place of delivery: Møre- og Romsdal county, Sør-Trøndelag county,
Nord-Trøndelag county, Nordland county, Troms county and Finnmark county,
Norway.
II.1.3) The notice involves: The conclusion of a framework agreement.
II.1.4) Short description of the contract or purchase(s): The awarding
authority (FKN) invite companies to an open competition for the purchase
of fuel oil and fuel. This is a procedure where all interested suppliers
can give a tender, negotiations are not allowed.
The awarding authority would like tenders for staggered deliveries of fuel
oil and fuel to each of the counties' departments and institutions as well
as the associated municipalities and entities listed in annex 7.
The tender competition is for a 2 year framework agreement valid from
1.11.2008 to 31.10.2010 with the possibility of an option for 2 years, 1
year at a time. The contract will be evaluated before a possible extension
and notification will be given within 3 months of the contract's expiry
date.
The awarding authority would like tenders for the following:
I. Bulk deliveries:
Fuel oil:
Fuel oil (with low sulphur content).
Paraffin.
Fuel:
Clear diesel, for use in motor vehicles.
Coloured diesel, for use in machines and tractors.
Biodiesel with up to 5 % rapeseed oil (B5).
Duty free and taxed diesel for maritime engines marine gas oils
(relatively little consumption).
Petrol, all qualities.
At some consumer places mobile tanks can be placed on the ground, possibly
with a pump with a counter.
The awarding authority requires that the supplier states to what degree
such equipment is available and if such placements are included in the
tender. This means that bulk deliveries of fuel can occur. Prices shall
therefore be given for this, see the price form.
Competence and consultancy services:
Training operational personnel. Training in heating/maintenance/operation.
Consultancy services regarding the lifetime of boilers, replacing burners,
radiation loss etc.
Competence in heating oil combined with gas.
Competence in the use of additives in fuel oil.
Access to a system for the choice of oil/electricity as regards price is
also interesting.
The awarding authority demands that: All the offered products shall fulfil
the valid requirements in Norwegian law and pollution regulations. The
awarding authority also demands that the supplier of fuel oil shall
service the fuel oil plants once a year. Furthermore the awarding
authority demands that data sheets are sent with bulk deliveries.
II. Bulk deliveries of 100 % biodiesel of rapeseed oil.
The awarding authority draws attention to the fact that there is currently
little demand for this product, in several counties in the FKN area there
is no demand at all. The demand can, however, increase during the contract
period. Namsos municipality in Nord-Trøndelag currently has a tank of 30
m3 and a consumption of approx. 100 000 litres per anum.
III. Pump deliveries
Fuel:
Delivery (tanking) of all types of vehicle petrol and diesel qualities for
vehicles and machines at petrol stations which have the supplier's
products. Purchases will preferably be made by a card base system, which
is secure and which the awarding authority can easily control.
The tenderer is required to be able to deliver Biodiesel 5 % (B5), which
fulfils the European CEN standard EN 14214.
Consumables: Oil, grease and chemical products:
Delivery of oil/grease products such as hydraulic oil, lubricating oil
etc. Tenders are wanted for various packaging sizes for these products
(eg. 1 litre, 5 litres and up to barrel/cans).
Consumable articles (supplies) and service delivered by a card system from
the company's dealer network.
Delivery of products which normally included in vehicles and machines and
which are normally stocked by the supplier's dealer network, eg.
anti-freeze solution, condensation removers, white spirit (environmentally
friendly) and oil and chemcial products in small packages. Vehicles
accessories such as windscreen wipers, fan belts, light bulbs etc. are
also wanted.
Execution of minor services carried out by the supplier's dealer network,
such as oil changes, tyre changes, car wash etc.
The tenderer is required to describe their ability to deliver bio
product/gas, both as regards bulk and pump deliveries and the distribution
network for this and future plans.
Tenders can be given for one or several parts of the assignment:
1. Fuel oil and fuel and consumables (chemical/grease/oil) as well as bulk
delivery of 100 % biodiesel (rapeseed oil). Ie. tenders for all lots.
2. Bulk delivery (fuel oil/fuel/paraffin), as well as competence and
consultancy services.
3. Bulk delivery of 100 % biodiesel from rapeseed oil.
4. Pump delivery (fuel on a card based system, as well as oil, grease and
chemical products).
If a tender is given for point 1, the tenderer must state whether the
tender is valid only if the whole delivery is awarded, or if it is also
valid as a tender for a lot.
Geographical division of the tenders:
Suppliers must give a tender for the whole of the delivery area for lots 1
and 4 above. Tenders can be given for one, several or all parts of the
geographical area (the FKN area) for lots 2 and 3. The area is divided up
by county, an area includes the county and the municipalities and entities
associated with the county (see annex 7). The tender shall clearly state
which geographical area the tender is valid for. The division is as
follows:
