SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Wellingborough Homes Internal Works and Repairs and Maintenance Investment
Programmes.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Design and execution.
Main site or location of works: Various properties in and around
Wellingborough.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Following the
successful outcome of a tenant ballot in December 2006, Wellingborough
Homes, a newly formed Registered Social Landlord accepted the transfer of
approximately 4 300 units of housing stock in December 2007.
Wellingborough Homes are seeking expressions of interest from suitably
qualified and experienced organisations to work as strategic partners with
Wellingborough Homes, their consultants and other contractor partners in
order to deliver a substantial part of the post transfer investment
programme and the repair and maintenance requirement.
It is proposed that these works will be delivered via two packages with
two Lots listed below, with further details in Annex B.
Under Lot 1 Wellingborough Homes is seeking to enter into the ACA Standard
Form of Contract for Term Partnering (TPC2005) with a maximum of four (4)
contractors (depending on the quality and number of suitable bids
received).
This contract will govern predominantly internal refurbishment works
including but not limited to the supply, replacement and renewal of
kitchens, bathrooms, heating installations and the provision of electrical
services, (including where necessary asbestos removal) with a total
approximate cost of £30.1 million. Other miscellaneous repairs may be
added. The contract will be for a maximum period of four (4) years, with
orders made either annually or to suit a package of work.
It is envisaged that each successful contractor will also enter into a
strategic alliancing agreement, covering all contractors in the programme.
Under Lot 2 the repairs maintenance and gas servicing contract will be
based on the ACA Standard Form of Contract for Term Partnering ("TPC2005")
and will last for five years with the possible extension of up to a
further two years, depending on performance. It is envisaged that one
contractor will be appointed to manage all of the repair maintenance and
servicing works.

II.2.1) Total quantity or scope: Lot 1 has an estimated value of
approximately £ 30 100 000 for the total term of the contract.
Lot 2 has an estimated value of approximately £ 21 500 000 for the total
term of the contract.
Estimated value excluding VAT:
Range: between 45 000 000 and 55 000 000 GBP.

Description of these options: The Lot 2 contract is to last for an initial
period of 5 years, extendable at the Contracting Authority's sole option
for a further 2 years via operation of one extension of 2 years.

TITLE: Internal Works Programme
1) SHORT DESCRIPTION: Replacement of Kitchens (including a partial
re-wire).

Full Electrical Rewires (where necessary).

Other internal alterations.
Miscellaneous repairs to the dwellings.

the nature of the work and commencing on site in the fourth year.
However, external works found to be failing the Decent Home Standard, or
works required as a matter of urgency, will be carried before 2012 and
could form part of this contract.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Details of the deposits and
bonds required by Wellingborough Homes will be set out in the Tender
Documents.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Details of the main
terms and conditions of financing and payment will be set out in the
contract documents.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Joint and several liability.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Under the term contracts the constructors and any supply chain will be
required to actively participate in the achievement of social and/or
environmental policy objectives relating to training and supply chain
initiatives. Accordingly, the contract performance conditions may relate
in particular to social and environmental conditions.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: All
applicants will be asked to confirm a pre-qualification questionnaire that
none of the conditions set down in Article 45 of EC Directive 2004/18/EC
apply to their organisation or expression of interest.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: Applicants will be
required to complete a pre-qualification questionnaire consistent with the
provisions of Directive 2004/18/EC. The questionnaire is only available
via email from the person named in the address in I above and must be
returned to the address stated above in hard copy format by the date
stipulated in IV.3.4.

required to demonstrate a minimum turnover of at least £ 4 000 000 per

be expected to demonstrate a thorough knowledge of partnering, a strong
track record in working in occupied residential property and delivering
works similar to those subject of this Notice.
Wellingborough Homes reserves the right not to award a term contract(s) or
to award term contract(s) for only part or parts of the advertised works.
Expressions of Interest will be accepted only by Electronic Mail to the
Email address stated at 1.1. The body text of the Email must specify the
email address to which the Pre-Qualification Questionnaire must be sent.
The body text of the Email must contain the organisation's name, address
and telephone number and the name of a contact person within the
organisation.
Organisations who submit an Expression of Interest in compliance with
these requirements will be provided with a Pre-Qualification
Questionnaire.
Expressions of Interest not submitted in compliance with these
requirements may be rejected.
The completed Pre-Qualification Questionnaire and all supporting
documentation must be returned by post or hand delivery (not Electronic
Mail) within 37 calendar days of the date of this Notice under Section
VI.5 in accordance with the instructions contained within the
Pre-Qualification Questionnaire and the supporting Information Paper.
Completed Pre-Qualification Questionnaires received after the deadline may
not be considered.
Applicants should note that TUPE may apply in respect of Lot 2.
